There are seven positions authorized within the Finance Department in the 1998 budget. With
this appointment the department continues to be short one position. During the interim we
have contracted with a temporary staffing agency to fill in during peak periods. It is expected
that the Finance Director wili be revievding potentiai for shuffling job tasks vvithin and outside
the department. It is also expected that this review ma provide for additional promotional
opportunities and/or task completio h de rt nts.

Re: Appointment of Elizabeth Johnson as Finance Director

Finance Director Diane Archer resigned from the City on December 26, 1997. Since
that time, Elizabeth Johnson has been serving as Acting Finance Director.
We conducted a thorough recruitment process. This involved advertising in metro
newspapers and in professional finance publications. We conducted interviews with
nine candidates in February. Four finalists were selected for second interviews. We
offered the position to a top candidate, who ultimately turned down the position. At
that time, staff decided to put the process on hoid for awhile, and evaluate the
position after a few months.
In April, the decision was made to post the Finance Director position internaliy.
Elizabeth Johnson appiied for the position at that time.
DISCUSSION
City Administrator Schroeder and I interviewed Ms. Johnson on Tuesday, May 12.
Ms. Johnson began her employment as Accountant for the City of Cottage Grove
approximately three years ago. Very soon thereafter, she was calied upon to serve
as Acting Finance Director during Diane Archer's leave. She has a bachelor's
degree in Accounting from the College of St. Thomas, and is a Certified Public
Accountant.
Before her appointment to Accountant with the City of Cottage Grove, Ms. Johnson
was a Local Government Auditor with the Office of the State Auditor. She served in
that position from 1991 untii 1995.

RECOMMENDATION
Upon concluding the interview and reviewing past performance as Accountant and
Acting Finance Director, the City Administrator recommends that Elizabeth Johnson
be promoted to the position of Finance Director. She will be promoted to Step A, Pay
Grade II, of the non-represented pay plan. She wiii move to Step B after six months
in the position, and to Step C after one year. The effective date of the appointment
wiil be Thursday, May 21. There wili be a one-year probationary period, as per the
Personnel Policy.
Staff recommends that City Council approve the appointment of Elizabeth Johnson to
the position of Finance Director, subject to the above paragraph and the Personnel
Policy.
