The purpose of these improvements is to improve motor vehicie circulation and enhance safety for everyone visiting the site. c� -• . At the Planning Commission meeting on Aprii 27, a public hearing was held. The applicant ex- pressed no objections to the conditions stipulated in the staff report and no other public comment was received. The Planning Commission concurred with staffs findings that the proposed improvements to the Armstrong Elementary Schooi site are consistent with the City's Zoning Ordinance and the proposed parking lot improvements shouid enhance the motor vehicle circulation and pedes- trian safety at the site. The Commission unanimously approved the conditional use permit as presented. Pubiic Works staff has reviewed and approved the revised drainage and stormwater system plan for this project. As shown on the grading plan, a portion of the private stormwater system being instalied for the Armstrong Elementary Schooi site will also be within the 88"' Street public right-of- way. Approval of their grading and drainage plan is conditioned on the fact that I.S.D. 833 is not only responsible for the maintenance, repair, and inspection of the storm sewer system on their property, but also that portion of storm sewer between the catch basin located in the northeast comer of their property and its connection to an existing catch basin approximately 125 feet to the east. This condition of approval has been added to the draft resolution. • �. , • ; Adopt the attached resolution approving the conditional use permit for Armstrong Elementary School. The attached draft resolution was prepared in accordance with the recommendations made by the Planning Commission and by Public Works. RESOLUTION NO. 98-XXX A RESOLUTION APPROVING A CONDITIONAL USE PERMIT FOR SITE IMPROVEMENTS TO ARMSTRONG ELEMENTARY SCHOOL, 8855 INWOOD AVENUE SOUTH WHEREAS, Anderson, Johnson, and Associates, consuitant for Independent School District 833, has applied for a conditional use permit to expand an existing parking lot, construct a new parking lot, construct a private service access drive, and other improvements to existing site facilities on property legally described as: The north 922.34 feet of the south 1,321.34 feet of the west 600 feet of the West half of the Southeast Quarter of Section 16, Township 27, Range 21, Washington County, Minnesota, subject to easements heretofore or hereafter granted for public streets over the west 33 feet thereof and the north 30 feet thereof. Commonly described as 8855 Inwood Avenue South, Cottage Grove, Washington County, Minnesota. WHEREAS, pubiic hearing notices were mailed to property owners within 500 feet of the property and a public hearing notice was published in the South Washington County Bulletin; and WHEREAS, the Planning Commission heid a public hearing on April 27, 1998; and WHEREAS, the public hearing was open for public testimony and no testimony was received that objected to the proposed improvements. The applicant was present at the meeting; and WHEREAS, the Planning Commission unanimously approved the application, subject to certain conditions listed below. NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Cottage Grove, Washington County, Minnesota hereby approves the conditional use permit application fiied by Rrmstrong, Johnson, and Associates and Independent School District 833 to allow the e�ansion of an existing parking lot, the construction of a new parking lot and private service access drive, and other site improvements as shown on the site plan dated April 10, 1998, subject to the foliowing conditions: 1. The proposed private access drive connecting to Ironwood Avenue shail be a minim�m width of 20 feet with "FIRE LANE — NO PARKING" signs posted along each side of the access drive. 2. A"STOP" sign shall be installed at the egress lane of the proposed service access that connects to ironwood Avenue. 3. Ali applicabie permits (i.e., building, electrical, etc.) shall be applied for and issued by the City prior to any work or construction taking place. Detailed construction plans shall be reviewed and approved by the Building Offcial. 4. The grading/drainage plan shall be approved by the City before a grading permit and/or buiiding permit is issued by the City. 5. The trash dumpster enclosure must comply with Section 28-39, Refuse, of the City's Zoning Ordinance. 6. All outdoor lighting shall be directed downward and away from abutting property. 7. The proposed service access drive shall have a concrete apron abutting Ironwood Avenue South. The concrete apron shall extend to the west right-of-way line of Ironwood Avenue and comply with City specifications. 8. Handicapped parking spaces shali be signed in accordance with American with Disabilities Act requirements. 9. The School District must complete and submit a building permit application, including the submittal of pians and specifications for the proper repair to certain fire-rated interior walls that were constructed inside the Armstrong Elementary building. The building permit application and plans must be submitted to the Building Division prior to City Council action of this conditional use permit appiication and the work must be compieted before August 1, 1998. 10.The School District shall comply with the approved landscape plan. If any transplanted tree or any new planting does not survive, said planting shall be replaced. Resolution No. 98-XXX Page 3 11. The School District is responsible for the maintenance, repair, and inspection of the stormwater sewer system iocated on the site, including that segment extending from the catch basin located in the northeast corner of the Armstrong Elementary School property to the City's catch basin that is approximately 125 feet to the east. The primary purpose for the proposed parking lot improvements is to enhance vehicle, bus, and pedestrian safety by creating a bus parking lot that is separate from visitor and staff parking, and separating parent pick-up/drop-off from bus arrivaisldepartures and staff parking areas. The proposed site improvements consist of: ✓ A new staff/visitor parking ►ot (approximately 24,260 sq. ft.) southwest of the schooi building ✓ 806 linear feet of sidewalks that wiil vary between 6 to 10 feet in width ✓ Construction of approximately 1,135 linearfeet of storm sewer ✓ Landscaping improvements comprising of 3 deciduous, 11 coniferous, 32 shrubs ✓ Expanding an existing parking lot by approximately 7,000 square feet and designating it as a bus loop and hard surface play area. This area is northeast of the school buiiding. ✓ Construct a new service access drive that connects to Ironwood Avenue ✓ Relocate a play area and free-skate area A copy of the site plan (Exhibit A) and landscaping plan (Exhibit B} are attached. . � � In 1994, the City granted an Interim Conditional Use Permit (City Resolution No. 94-98) for purposes of allowing two 24-foot by 34-foot temporary modular buildings to be placed on the property for use as ciassrooms. These temporary buildings were needed to alleviate the shortage of classroom space Armstrong Elementary School was experiencing at that time until the I.S.D. 833 was able to make appropriate attendance boundary adjustments. This interim conditionai use permit was granted for a five-year period and will terminate on May 18, 1999. Prior to that expiration date, the two modular buiidings must be removed from the site. The 1997-98 enrollment counts (dated July 8, 199�) indicated a total of 653 students attending Armstrong Elementary School. Armstrong's enrollment count is the third smaliest as compared to the other 11 elementary schoois in District 833. Planning Staff Report Case No. CUP98-07 Aprii 27, 1998 Page 2 PLANNING CONSIDERATtONS Conditionat Use Permit The ordinance lists general criteria, which must be met to obtain approval of the conditional use permit. Approving an amendment to the conditional use permit to the site's functionality as described in the proposal section of this staff report generally meets the requirements established by the City. A copy of the appiicanYs response to the ordinance criteria for granting a conditionai use permit is attached as Exhibit C. Proposed Service Access Drive A private access drive is proposed to be constructed between the delivery area at the southeast corner of the school building and Ironwood Avenue. This access drive would cross property that is owned by the neighboring Pinetree Pond Townhome Association. The School Distriet has contacted the Association concerning this proposed private road connection and the need to acquire an ingress/egress easement across their property. This easement is proposed to be 40 feet in width and located at the southern most corner of the Association's property. The Association has expressed a willingness to grant this easement, but no documents have been signed at this time. If the District is unsuccessful in obtaining the access easement from the Association, delivery trucks will have to use the existing drive that connects to the proposed bus loop and hard surface play area. Assuming the District is successful in obtaining the easement for the access drive, a six-foot wide sidewalk is also proposed along the south side of the drive. This proposed sidewalk wouid connect to the existing sidewalk along the west side of Ironwood Avenue. ironwood Avenue is scheduled to be reconstructed this summer. With the proposed construction of the access drive and sidewalk, it would beprudent to have its construction coincide with the proposed roadway improvements. Proposed Bus Loop/Hard-Surfaced Play Area There is an existing parking lot northeast of the school building, which consists of approximately 40 spaces. The School District is proposing to reconfigure and expand this parking lot to accommodate nine parking spaces for school buses. The proposed improvements include the construction of additional sidewalks between the school building and bus loading/unloading area. The bus parking lot was designed so that the buses can exit the site without backing-up. This area wiil also be used as a hard surFace play area when it is not used far bus parking. Presently, the buses line up in front of the school building to pick up and drop off students. This area is also used by parents picking up or dropping off their children and by visitors and staff. Because of the congestion in this vicinity, separating the bus loadinglunloading area Planning Staff Report Case No. CUP98-07 April 27, 1998 Page 3 from the other passenger vehicle traffic will significantly improve the safety and motor vehicle flow on the school property. Parking Lot Layout/Lighting The proposed visitor and staff parking lot located at the southwest comer of the school building is designed to accommodate sixty 9-foot by 20-foot parking spaces and two handicapped spaces. Landscaped curb islands will be at each end of the parking spaces located in the center of the parking lot: Access to this parking lot will be from the existing access drive that is located at the northwest corner of the parking lot. Concrete sidewalks from the parking lot to the existing school building doorways will be constructed. lighting will aiso be installed for both parking lots. The poles wiil be placed in the center of the landscape islands for the south parking lot, two poles wili be installed along the north side, and two more poles on the south side of the bus parking lot. Each pole wiil be 30 feet in height with a horizontai lamp mounted at the top. This lighting system illuminates mostly in a downward and slightly fo►ward direction. Even though there is no city ordinance requiring parking lot lighting, the overall design and piacement of the proposed parking lot lighting appears to sufficiently iiluminate the parking areas without affecting neighboring properties. Landscaping The landscaping plan (Exhibit B) indicates the transplanting of 12 trees, and the planting of 3 - Black Hills spruces and 32 junipers. The trees wili be pianted along the east side of the bus parking lot and on the west and south sides of the visitor/staff parking lot. The junipers wiil be planted in the interior landscape islands of the visitor/staff parking lot. A financiai guarantee for the survival of these trees and shrubs is not required to be posted by I.S.D. 833, but the District is required to replace any tree or shrub that does not survive. Utilities With the exception of stormwater sewer improvements, the proposed site improvements wiii not require an extension or modification to any existing sanitary sewer or water systems. With the construction of a new service access drive to Ironwood Avenue, the Fire Department will have better access to the existing fire hydrant located southeast of the school building. Storm Water Drainage The closest stormwater sewer system to this site is located approximately 70 feet east from the nortneast corner of Armstrong Elementary School's site. Because of the additional impervious surtace, stormwater runoff must be managed as best as possible for this situation. The school grounds are relatively flat and much of the surface stormwater runoff accumulates in very shallow, low-lying areas on the site. Pianning staff is unaware of any significant Planning Staff Report Case No. CUP98-07 April 27, 1998 Page 4 drainage probiem(s) on the site, but does suspect there is some nuisance drainage in isolated areas. Most of the surface water runoff from the existing parking area along the front of the buiiding flows out the access drives that connect to Inwood Avenue. The grading plan (Exhibit D) proposes to construct approximately 1,136 feet of stormwater sewer pipe, three catch basins, and tour manholes. Stormwater runoff in the south parking lot will flow into a catch basin centrally located along the south curb of the parking lot. Stormwater drainage from the visitor/staff parking lot and bus parking lot will fiow through a stormwater sewer pipe that will connect to an existing stormwater sewer system located in 88"' Street. The applicant is proposing a stormceptor system in the south boulevard of 88"' St�eet. In the event of heavy rainfails, stormwater will overtiow into a relatively shallow detention area located in the outfield of the east ball field. If the stormceptor system is ailowed within the public right-of-way, it will be a condition of this permit that the School District be responsible to periodica�ly inspect and maintain it. Gity staff has not completed their review of this proposed stormwater sewer system. As a condition to the recommended approval of this conditional use permit, staff and the School District's engineering consultant will continue to work together to resolve this issue. RECOMMENDATION Staff believes this proposal is consistent with the City's Zoning Ordinance and recommends approval of Armstrong Elementary's conditional use permit to ailow the proposed site improvements as described in this staff report; subject to the following conditions: The proposed private access drive connecting to Ironwood Avenue shall be a minimum width of 20 feet with "FIRE �ANE — NO PARKING" signs posted along each side of the access drive. 2. Will the use be in conformity with the City's Comprehensive Plan and with the pu�pose, intent, and applicable sta�dards of the Zoning Ordinance? EXPLAIN... There is no proposed change in use. Site improvements are proposed for the existing elementary school to address on-site traffic and pedestrian safety, as weli as repair and replace damaged and sub-standard pavements. The site pla� was developed to separate bus and car traffc, isolate service traffic and mitigate the conflict between the vehicle and the pedestrian. B. The use shal� be located, designed, maintained and operated to be compatible with the existing or intended character of that zoning district in which it is located. How does the proposed use fit this criteria? The proposed use is mereiy an expansion and improvement of existing site eiements, ie: parking, drives, pavements, and access. C. The use shall not depreciate values of surrounding property. Explain effects of the proposed use on surrounding property values. The use wil{ not depreciate values of surrounding properties. Proposed parking lots will be screened with landscaping from adjacent properties. The proposed pian wiil solve the current probiem of bus and car traffic competing to occupy the west entry of the buiiding. The resuit of the existing situation is that cars are forced to park on the street while picking up and dropping off students. D. The use shail not be hazardous, detrimental or disturbing to present and pote�tial surrounding land uses due to noises, glare, smoke, dust, odor, fumes, water pollution vibration, generai unsightiiness or other nuisances. EXCERPT FROM UNAPPROVED PLANNING COMMISSION MEETING MINUTES - APRIL 27, 1998 6.3 CASE CUP98-07 Anderson Johnson Associates has filed for a conditional use permit to expand and improve existing site elements, i.e., parking lot, driveways, pavements, and access, at Armstrong Elementary Schooi, 8855 Inwood Avenue South. McCooi summarized the staff report and recommended approval contingent on the appiicant securing access from Pinetree Pond Townhome Association and the conditions stipulated in the staff report. Auge opened the public i►earing. Patrick Sarver, Anderson Johnson Associates, landscape architects, explained that the design thrust was to separate bus and car traffic to provide a safer environment for students and better access for staff. They are in agreement with the conditions. Boyden asked if the north end of the building by the proposed bus loop wili be curbed off. Sarver answered that there wili not be any c�rb there; the pavement will be flush with the adjacent turf. He explained that they are going to abandon the pavement in place, excavate only as required to provide utilities through the area, and provide new pavement at the elevation of the adjacent turf so it wili all be at the height above the curb levei. Boyden stated that he was concerned about police cars being abie to drive completely around the building. Sarver answered that they would have to jump two curbs. Rice asked why the storm sewer pipe couid not connect to Inwood or Ironwood Avenues. McCool answered that it was due to the lack of storm sewers in the neighborhood. The nearest sewer on Inwood is at 90th Street and because of the grade of the catch basin in the existing system, it would be relatively flat. There is no storm sewer on Ironwood with the exception of the runoff in the gutter that goes down to the new system that was put in at Ironwood antl 90th Street. Boyden asked if they had looked into running it down Ironwood when it is reconstructed this year. McCool replied tnat Alan Larson reviewed the plans. Boyden inquired if the current access drive on the Inwood side would become visitor parking. Tom Bird, principal of Armstrong Schoof, answered that staff parking wiil be on the south side of the building in the new parking lot and the existing parking would be used for visitors. Kleven asked if tha north side of the building will be gated. Bird answered that he hasn't talked with the architect about it, but it will be blocked off, either with cones or gates. The bus parking area wiil also be used as a hard-surfaced piayground and for car parking during special events. Kleven then asked if the playground equipment will be relocated. Bird stated that it wili be moved to the west side of the property, just south of the bus parking area.
