Schroeder, City Administrator From: Michelle Wolfe ���� Date: 05/15/98 Re: Approval of 1998-1999 Bargaining Unit Agreement with Clerical Bargaining Unit BACKGROUND The Clerical bargaining unit agreement expired December 31, 1997. We recently reached tentative agreement on a 1998-1999 agreement, which was approved by the bargaining unit on May 14. We now need City Council approvai in order to have a finai contract. DISCUSSION Below is a summary of the proposals recommended for approvai in the 1998-1999 Labor Agreement with the Cierical Bargaining Unit: ISSUE PROPOSAL Duration Two years (January 1, 1998 — December 31, 1999.) Wages 3% base wage increase for 1998. "Me too" clause with police for 1999. (See attached spreadsheet.} Floating holiday Pro-rated floating holiday for regular status part-time empioyees. Full time employees currently receive a floating holiday. This would provide tne same benefit to year-round, regular status employees who work less than forty hours per week. The holiday wili be pro- rated based on the number of hours worked. In addition, the City requested changes to the holiday language to Garify the policy. \�G FS1lSYS�GROUPS�PER ECONUMIMCONTRACT�96cIerclCwricil Item.doc Part-time Benefits The clerical agreement currently has language requiring certain benefits for regular status part-time employees. These benefits are based on the number of hours wor4ced in the previous six months. The proposed change is to evaluate the number of hours worked every three months instead of six. Ambulance Biliing This position started out as a Gericai assistant approximately three Clerk years ago, and was paid at the same rate as Receptionist. However, upon evaluation and comparison with Stanton survey comparables, it is recommended that this position be changed to Accounting Clerk I. (See attached spreadsheet.) Accounting Cier{c I It is recommended that the pay rates for this position be lowered, in order to be more comparable with similar positions in other comparabie cities. This position wili be paid the same as a Secretary I. (See attached spreadsheet.) Clerical Assistant This budget year, a new part-time position (less than twenty hours, no benefits) was added to the Finance Department. It was called a File Clerk. This position is part of the bargaining unit, and needs to be added to the agreement with an appropriate pay scale. The bargaining unit requested a title change to Cierical Assistant. The position will be added to Article XX, Wages, at the amounts shown on the attached spreadsheet. Insurance Same as agreed to in the Sergeants contract. In 1998, the employer contribution increases by $25 to $350, and the empioyees agree to plan changes. In 1999, the employer cantribution increases by $20 to $370. However, if the family premium increases more than $50, the city and the empioyee wili share the additional costs at 50% each. If the premium decreases, the City receives any decrease up to $10 back. : •uu ►�L •� P,pprove a 1998-1999 labor Agreement with the Clerical Bargaining Unit, with provisions as summarized above.
