Schroeder, City Administrator Date: May 19, 1998 Re: Industrial Park Infrastructure As Council is aware, it is our expectation that you wiii be considering creation of a new economic development district on June 3, 1998. This district would be created to allow the City to facilitate a new manufacturing facility. With that in mind, we are proposing that we initiate the public improvement process now. if it is later detertnined that all, or a portion of that process should be aborted (i.e. if the projed does not go forwarci as planned), that may occur without liability (but for engineering expenses incurred). The schedule as presently proposed is: A. Order Plans and Specifications May 20 B. Approve Plans/Authorize Bids June 3 C. Award Bids July 15 D. Construction Commences August 3 E. Complete Construction October 31 The contempiated infrasUucture inGudes a sanitary sewer extension from its present location south towards 100"' Street. Included as weli is a similar water main extension as well as a looping of that main west in the general location of 97"' Street (as it would exist) to the location of future Ideal and north to 95"' SVeet. Storm sewer ponding would also be necessary. Finally, improvements to the roadways of Jamaica and 100"' are necessary. 1"he raadway improvements may not follow the same schedule as noted above (ail or a portion could be delayed for up to two years 'rf need be). However, design may occur on this schedule for coordination with site plans. COUNCIL ACTION: By motion, adopt the enclosed resolution authorizing preparation of plans and specifications for fhe Cottage Grove industrial Park. • Page 1 RESOLUTION N0. 98-XXX RESOLUTION ORDERING IMPROVEMENT AND PREPARATION OF PLANS AND SPECIFICATIONS FOR INDUSTRIAL PARK INFRASTRUCTURE WHEREAS, in anticipation of the creation of a new manufacturing facility, the City Engineer is authorized to prepare plans and specifications for the creation of new Industrial Park Infrastructure in conjunction with and in anticipation of a New Economic Development District, and WHEREAS, the infrastructure includes a sanitary sewer extension from its present location as weii as similar water main extensions and storm sewer ponding, and WHEREAS, roadway improvements are necessary to Jamaica and 100` Streets are necessary. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Cottage Grove, Washington County, State of Minnesota The engineering firm of Bonestroo, Rosene, Anderlik, & Associates is hereby designated as the engineer for this improvement. As we have discusssd previously, E�enewral by Andersen wiil be receiving funds from DTED for their proposed expansion. The City Counci� is required to hold a Public Hearing concerning the grant application. Staff suggests scheduling it for June 3, 1998. (May 21, 1998) Today the Cottage Grove Industriai Park was selected by Renewal by Andersen as the location for its new manufacturing facility. The newfacility will be located on a 30-acre site near the intersection of Jamaica Avenue and 100 Street. It is projected that the company wili house its fabrication, assembiy and support services at the Cottage Grove facility. Approximately 225 newjobs will be created within the next few years. Ground breaking will occur this summer with the facility anticipated to be in operation by the first quarter of 1999. Renewal by Andersen� manufactures a high quality window repiacement product line for homeowners, which is the largest and fastest growing residential window market segment in the U.S. The Cottage Grove facility wili be integral to the development and expansion of the Renewal by Andersen business. "Cottage Grove was selected after an e�ctensive search because it ofFered the best overall features — a construction —ready site, good truck accessibility and a strong labor pool," said Charles W. Schmid, Andersen Corporation's senior vice president of the window and patio door business group. The announcement comes within months of the city of Cottage Grove optioning land for economic development. Extensive planning and development work has been taking place within the Cottage Grove tndustrial Park the past few years in preparation for economic growth. The Renewal by Andersen project will serve as an anchor in the 600-acre industrial park. "Cottage Grove could not be more thrilled to have Renewal by Andersen as a corporate citizen.
