Kinsey FROM: Captain Michael D. Zurbey 1"�./ DATE: May 13, 1998 SUBJECT: PURCHASE OF NIGHT VISION EQUIPMENT INTRODUCTION In May of 1997, the Police Protection budget was prepared. The department identified— a need for night vision equipment for Investigations and Patrol, and requested that a lease purchase be approved for seven (7) night vision units. One for Investigations, which can be mounted onto VCR and 35mm cameras, and six (6) handheld units for patrol use. The units are needed for surveillance activity ranging from drug investigations to graffiti enforcement. (Both areas continue to be an ongoing problem in our city). As a result of that request, the 1998 budget was approved with $4,500 designated in Budget Section 4380; Rental/Lease for year 1 of a 3-year lease for seven (7) night vision units. DISCUSSION Investigative Sergeant Woolery and Patrol Sergeant Smith were assigned to research night vision equipment and make a recommendation. After checking out three (3) brands, they recommended ITT night vision units due to 1) better quality vision; 2) lower price; 3) lease availabilities; 4) proven field use of ITT equipment by other local agencies. The original price quote on this equipment was obtained in May, 1997. Since that time, prices have gone up. As a result, current price quotes were obtained on five (5) patrol units (vs. 6 units), and one investigative unit with camera attachment equipment to stay within the budget amount. .; . MDZJChief Kinsey/98-141 05/13/98 Page Two Per the city purchase policy, two (2) price quotes were obtained (see attachments). The purchase must be approved by the City Administrator. FINANCIAL CONSIDERATION As noted above, there is $4,500 designated each year for the next thee (3) years for the lease purchase. The quoted lease price per year for aIi equipment is $4,243.32. Aiternatives Purchase equipment outright this year. Cost factors: Three- (3) year lease total cost $12,729.98 Purchase of equipment in'98 cost $10,715.47 Cost of lease $2,014.51 The interest charges on this 3-year lease is 11 % RECOMMENDATION It is my recommendation that the night vision equipment as noted on the attached bid sheet be purchased from Blue Line Law Enforcement Gear who had the lowest bid. If funding can be located in the current budget, it would be cost effective for the long run to purchase the equipment without using the lease. If funding can't be located, we should proceed with the lease agreement. ��/.
