Re: Public Hearing and Resolution for application to the Minnesota Investment
Fund
INTRODUCTION
As part of the fina�cial assistance package for Renewal by Andersen, the company
will be receiving funds from the Department of Trade and Economic Development
(DTED} through the Minnesota investment Fund. The State has pledged a$500,000
loan for equipment financing and the loan is forgivabie if the company meets agreed
upon employment thresholds. A new empioyment number of 225 has been agreed
upon by both parties.
DISCUSSION
In order for the company to receive funding through DTED, it must use a local unit of
govemment as a�nduit. Traditionally, the application is sponsored by the
municipality in which the project is proposed to occur. Cottage Grove will be the
body which submits an appiication for the Minnesota Investment Fund on behalf of
Renewal by Andersen.
Certain steps are necessary to complete the application. A public hearing on the
proposed project must be held and public testimony recorded. In addition, a
resolution authorizing the appiication must be passed by the City Council. The
remaining components of the application are compieted and have been submitted to
the offices of DTED.
ACTION REQUIRED
The City Council should hold the pubiic hearing and take public comment on the
proposed Renewal by Andersen project. After the public hearing, the City Council
should pass the attached Resolution and direct staff to camplete the application
process for the Minnesota Investment Fund. Staff certifies that the activities listed in
the resolution have occurred and that the statements are acxurate.
