Pursuant to due call and notice thereof, a regular meeting of the Parks, Recreation, and
Natura� Resources Commission was duly held at City Hall, 80th Street South, Cottage Grove,
Minnesota, on the 11th day of May 1998.
The meeting was called to order at 7:00 p.m. by Chair Terry Miller.

Minutes of the Aprii 13, 1998 meeting were approved as mailed.

COUNCIL ACTION .
1. Adopted resolution authorizing execution of Weed and Seed Grant.
2. Adopted resolution authorizing sale of tax forfeited land to Jay and Terri Jannetto.
3. Approved three-year contract extension for compost facility.
4. Authorized purchase and installation of light fixtures on the main ice sheet at Ice
Arena.
5. Authorized expenditures for park improvement projects from the Park Trust Fund
account.
6. Accepted resignation of Stephanie Wiegand from the Parks Commission.
7. Adopted resolution authorizing BRAA to prepa�e plans and specifications for repairs to
the ice Arena.
8. Read a proclamation acknowledging April 24"' as Arbor Day.
9. Adopted resolution accepting donation from Bailey Nurseries for piant materials at
Kingston Park.

A. Park Trust Fund Pro'ec� ts - Update
Staff indicated that bids have been received for fencing of the parking lot at Kingston
Park and residential fencing along the trail at Hamlet. Staff also indicated that bids
are currently being accepted for paving the pathways at Kingston Park and the
Parks Commission Minutes

construction of the overflow parking lot at Kingston and the paving of the remaining
segment of the trail at Hamlet. Basketball standards have been purchased for Arbor
Meadows and for Pine Gien and will be instalied early this summer.
B. ice Arena improvements

Staff informed the Commission that the City Council has authorized Bonestroo,
Rosene, Anderlik and Associates to prepare plans and specifications for the repair of
the studio rink at the Ice Arena. Aiso, indicated that the new ceiling will be installed
over the main rink beginning next week. All interior and exterior lighting projects have
been completed. Staff further indicated that the new concessions area at the arena is
nearing completion and wiil be ready for use in the next several weeks.
C. C.G.A.A. Minutes of Aaril 25`" Meetina
The Commission accepted the minutes as prepared by staff.
D. Frisbee Disc Golf Course - Oakwood
Staff indicated that he met on severai occasions during the past few weeks with Mr.
Chuck Kennedy who agreed to assist the City with the design of the
Frisbee Disc Golf Course. The course layout has been completed and will be
constructed through the use of the Twin City Tree Trust Organization this summer.
Staff indicated that the City Council has agreed to spend up to $5,000 on this project
with the understanding that the additional $5,000 necessary to complete the project
will hopefully come from a grant by the Minnesota Recreation Park Association.
E. Kingston Park Planting - May 2. 1998
Terry Milier expressed his appreciation to the various clubs and organizations who
assisted the City in the planting of trees and shrubs donated by Bailey Nurseries.
These groups inciuded, Cottage Grove Lions, Teen Action, Park High Student
Council, Hope Communiry Church Youth Group and Parks Commission members.

A. Twin City Tree Trust
Staff presented to the Commission a summary of various park improvement projects
that the Twin City Tree Trust would be involved with this summer. Staff indicated that
the City would get a crew beginning approximately June 13"'. (Attachment A)

B. Kinaston Park Sheiter Dedication
Staff indicated that there would be a dedication of the shelter as part of the Great
Grove Get Together on Saturday, June 13"'. Staff encouraged members of the
Commission to participate in the activities.
C. Gatant Oaks - Preliminary Plats

Severai of the Commission members expressed concern with the access on 70�' street
because of the topography in the area. Discussions were held whether or not a
sidewalk should be required through the preiiminary piat to access the NSP trail
corridor. It was agreed that a sidewalk might not be appropriate at this location. They
further discussed the location of outlot A of the preliminary plat and suggested that tne
outlot be moved to the easterly boundary of the subdivision. Rationale for this
recommendation was that it appeared the topography of the land was more conducive
for the trail pathway rather than where it originally was proposed. Also, the visibility of
the access point along the main road was much greater than in the cul-de-sac as
proposed. Commission expressed concerns regarding deer crossing in that area.
(Motion by Randali Briese to recommend that outlet A be relocated to the easterly
boundary of the plan. Seconded by Frank Star. Motion carried viva voce.)
D. Hidden Valley 5"'
The Commission reviewed a preliminary plat for the Hidden Valley 5"' addition. The
Commission expressed concern with regards to the steep siopes in the area as it
relates to a trail corridor through the NSP easement. The Commission recommended
that the pathway, an off-road sidewalk, be installed running easterly from Harkness
Avenue at which point the pathway wouid end and trail access on the NSP easement
would continue.
They also questioned the status of the water tables on both the north pond and south
pond. it was the consensus of the Commission that the north pond shouid be
excavated deeper and an island be placed in the center of it to provide wild life nabitat
for nesting ducks and geese. They aiso felt Rhat the south pond be considered for a
fishing pond. The Commission suggested that the City contact the Department of
Naturai Resources to discuss fishing ponds and see if programs are available prior to
making a final recommendation as to whether or not to acquire some additional
property in this area.
Discussion was held regarding the 20 foot trail corridor that links Hidden Valley 5`" to
Oakwood Park. The Commission suggested that the City should acquire that section
to connect the link. It was further discussed that the trail snouid appropriately be
linked to the cul-de-sac to the east of the trail. Due to the steep slopes the trail access
wouid not be developed to the west toward Harkness. it was also suggested that the
new Hardwood Avenue road alignme�t be reviewed to determine whether or not

Hidden Valley 5"' should be required to provide a pathway along Harkness Avenue off
of Hardwood to gain access to the trail on 70�' Street.
E. NSP Easernent
The Commission reviewed a sketch illustrating the construction of a 10 by 10 structure
to accommodate communications equipment for NSP directly underneath an existing
tower on the NSP property. The Commission supported granting NSP an easement to
extend power to the tower. They also suggested that the City require landscaping
around the base of the tower to screen the new structure, if appropriate.

MISCE�LANEOUS
The Commission reviewed a letter from the Grey Cloud Student Councii requesting a
hockey rink be built in Kingston Park. Staff indicated that a letter of response would
be forwarded to the student councii indicating that the long range master plan for
Kingston Park does call for a hockey rink but it is uniikely that the City would be able
to put one in at this time. (Attachment B)
Commission member Kostelecky informed the Commission of a historic site tour
scheduled for May 46�'.
3. Staff informed the Commission that a resident has approached the City with regards to
foul balls that are entering his yard from the Park High School baseball fieid. Staff is
in contact with representatives from the school and the facility users to see if the issue
can be resolved.
4. Commission Chair Miller indicated he received a letter from Washington County
announcing thaY Mr. Richard Peterson has been appointed to the Washington County
Parks and Open Space Commission. (Attachment C)

The City of Cottage Grove is very interested in working with the Tree Trust
Organization again in 1998. in taiking with staff regartling potential projects for
this summer, it took no more than two minutes to come up with a list. This year
we wiil be able to provide a variety of projects, providing good learning
opportunities. Below is a brief summary of each.
Arbor Meadows Park - This is a new neighborhood park that was developed in
1997. We would like to install timbers around a piay structure and sand
voileybali court in this park.
Ci Hall - Last year, the Tree Trust instalied a wood fence around a poRion of
the City Hall parking lot. The summer program ended and we were never able to
dedicate time to finish the project with City employees. We would request
assistance from the Tree Trust to finish this project.
Hamlet Park - The City recently constructed a 2 mile bituminous pathway in this
park. We have experienced several areas that erosion has occurred, which if
left unattended, wili lead to damage to the paved traii.
Oakwood Park - We are currentiy in the process of getting approvai to install an
18 hole Frisbee disc golf course in this park. This wouid be a great leaming
opportunity for the Tree Trust. This will involve the constructio� ot tee boxes,
clearing of underbrush and instailation of hole baskets.
Vantaqe Point Trail tmprovements - There curcently is a linear trail system that
connects various parts of the City together by a nature trail. We wouid like to
instaii a woode� staircase in an area that is badiy eroded. We would aiso like to
brush out severai areas to provide adtlitional access to the traiL

Dear Mr. Fredrickson:
We, the student council of Grey Cloud, would like to suggest
building an ice rink at Kingston Park for our community. We've heard that
a new recreationai program is being offered at 4he park this summer and
we'd like you to consider winter activities, too.
We have talked to students and adults within the community, and
we have found that they are supportive of this idea. The kids, especiai(y,
are excited to hear that there may be hockey/skating availabie in our
neighborhood. Our Physical Education teacher, Mr. Boche, has said he
would be wiiling to plan classes using the rink. He felt that C.G.J.H wouid
be interested in using it,too.
