CITY OF COTTAGE GROVE
PUBLIC WORKS COMMISSION
MAY 11, 1998
Pursuant to due call and notice thereof, a meeting of the Public Works Commission of
Cottage Grove was duly held at the Public Works Garage, 8635 West Point Douglas
Road, Cottage Grove, Minnesota, on May 11, 1998, at 7:00 p.m.
CALL TO ORDER
Vice Chair Wilmer Holz called the meeting to order at 7:00 p.m.
ROLL CALL
Members Present: Wilmer Holz, Steve ingram, Robert Eddy,
Dan Massarotti, Dale Johnson
Members Absent: Tim Mathison
Also Present: Les Burshten, Director of Pubiic Works
Ailan Larson, Public Works Technician
Harold Taylor, Utilities Foreman
Jim Wolcott, Councilmember
APPROVE MINUTES
Motion made by Dan Massarotti and seconded by Steve Ingram approving minutes of
April 13, 1998, Public Works Commission meeting. Motion carried unanimously.
NEW BUSINESS
A. Technical Review
AI �arson reported on CASE PP98-13 (Galant Oaks). The property may have an
abandoned well that should be sealed and taken care of by the property owner. At this
time, a neighbor in the vicinity is making it difficult to get utilities into the development
area. For future development, the city would like to have utility stubs provided to the
adjoining property which is landiocked and has no access to city services.
It was suggested that the path from Isleton Court be moved to align with Isleton Avenue
South. Steve Ingram recommended that DIP pipe be used for utilities having to cross
the lot line for future connection.
CASE PP98-14 (Hidden Valley) and rezoning ZA98-15. Councilmember Wolcott
expressed his concerns with the city dealing with retaining wails, preferring to adhere to
the 60-foot right of way for ease in snow removal and other needs.
Steve Ingram disagreed with the location of the holding ponds constructed in relation to
tne NSP power lines. Standing water under power lines is not a good place for ponds
when repair crews need to work on them.
Motion made by Steve Ing�am and seconded by Robert Eddy recommending the
application be reviewed to reduce setback of houses, retain 60' R/W, eliminate
retaining walls on pubiic property, eliminate water at holding ponds under NSP
polesltowers and maintain lot sizes. Motion passed unanimously.
OLD BUSINESS
A. 80' Street Update
Dan Massarotti advised that the tra�c flow needs to be looked at. Some of the
barriers are causing confusion amongst drivers. Wilmer Holz commented that he has
heard complaints about the dust.
B. Public Works Buiiding Update
• Offces have been moved
• Oid o�ces cleared out
. Preparing to grade the parking lot in front
C. Pavement Manaqement Update
• The pubiic meeting regarding the street construction was successful.
• NSP is installing gas mains on both sides of the street to cut down on the
damage to the streets, as repairs are needed.
• Sealcoating will start in June.
RESPONSE TO PREVIOUSLY RAISED COMMISSION COMMENTS/REQUESTS
E2B - Concrete Drivewav Arbitration
Dale Johnson inquired whether the city resoived the concrete driveway problem. Les
replied it has not, however, is going to arbitration on June 28` or 29`". There is a
meeting scheduled for May 12, 10:00 A.M. with the attorneys and engineering where
the status of the situation wiil be discussed. Many of the driveways evaluated last year
were "C' driveways, on a scale of A, B or C, with C being the worst. Driveways have
recently been reevaluated; however, the results have not been made available.
77` Street from Lamar to Highway 95
No decision at this time.
Reconstruction of Pt. Douglas Road past Menards to Keats
There was an inquiry as to whether this project has been paid for as there are still two
sections of silt fencing remaining that needs to be removed. No information at this
time.
ENGINEER'S REPORT - None
PUBLIC WORKS UPDATE
�es reported that information was received today regarding Hadley Avenue (from the
Cottage Grove border into St. Paul Park) thaYs tentatively being scheduled for
reconstruction this year. Counciimember Wolcott inquired what the projected snared
cost for Cottage Grove is to be on that project. Les replied the cost would be
$144,000.00, which is 8.1 °/a of the cost.
