OUTDOOR EVENT PERMIT APPLICATION — Cottage Grove
Jaycee's Under the Tent 3 Ring Circus
fNTRODUCTION
Louise Ricci, on behalf of the Cottage Grove Jaycees, has made application for a permit
to conduct an Under the Tent 3 Ring Circus for Monday, July 20, 1998.
BACKGROUND
The Cottage Grove City Ordinance has been amended to transfer the review of such
permit applications from the Department of Community Development to the Department
of Public Safety.
DISCUSSION
In accordance with the requirements of Cottage Grove Ordinance 607, the Public Safety
Department reviewed the application for this event submitted by Louise Ricci and
recommended the following conditions in addition to those in the Outdoor Event Permit
Applicatio�, for the conduct of this event.

� Adequate sanitary facilities shall consist of a minimum of two portable
unisex toilets. Portable toilets shall be pumped as necessary.
• The applicant is responsible for maintaining all fire and emergency lanes
located within the Rodeo Nightclub property and in the general vicinity of
the Circus Tent. These fire and emergency lanes shall be designated by
the Public Safety Department.
• The applicant shall contact the Director of Public Safety during City Hall
business hours to schedule ail required inspections. One week prior to the
event, the applicant shall submit a schedule and site plan detailing the
dates and times to set-up (e.g. fence instailation, temporary staging, tables,
name(s) and telephone number(s) of people in charge of the event, etc.),
removal and cleanup operations. These inspectians must be compieted
prior to the opening or operation of the circus.
• An emergency access at the entrances to the circus tent area shall be
provided. The width and location of this emergency access shall be
approved by the Public Safety Department.
• This event shall only take piace with the written consent of the property
owner provided to the City Administrator one week prior to the event.
RECOMMENDATION
It is my recommendation that the City Council authorize the issuance of a permit.
COUNGIL ACTION REQUIRED
If the City Councif concurs with this recommendation, they should pass a motion
authorizing the issuance of the permit to Louise Ricci, subject to the conditions outlined in
this memorandum.
