Woife, Assistant City Administrator Date: 06l18/98 Re: Amendment to Pay Plan for Non-Represented Employees: Add Chief Buiiding O�cial to Pay Grade VII BACKGROUND When the pay pian for non-represented employees was prepared for 1998, the position of CBO was vacant. Staff determined that a study should be done on the position, to see if the job description and/or pay grade needed to be revised. Therefore, the pay plan was forwarded to City Council for adoption, without the position of Chief Building Official included. Now that we are prepared to appoint a new Chief Building Official, we need to inciude the position in the pay plan. DISCUSSION Upon reviewing the 1997 data for cities of 20,000 — 40,000, I found that our pay grade for the position of Chief Building Inspector is at 97% of market, which is 3% below the average rate, and represents the target set for non-represented salaries. Therefore, I recommend that we place the position of Chief Buiiding Official in the non-represented pay plan in Pay Grade Vii, which is the same pay grade it was in previously. (Other positions in Pay Grade VII are the City Cierk, Ice Arena Manager, and Accountant.) RECOMMENDATION Approve the attached resolution, which wili amend the non-represented pay plan to add the position of Chief Buiiding Official in Pay Grade VII. MAW RCG F51lSYS�GROUPS�PER ECONWV+,W�PayWddCBO.doc UCG_FS1lSYS�GROUPSWER ECONWiAWU'ayWddCBO.doc RESOLUTION NO. 98- RESOLUTION AMENDING RESOLUTION NO. 98-09, ADOPTING 1998 PAY PLAN AND BENEFITS FOR EMPLOYEES NOT COVERED BY A LABOR CONTRACT FOR THE CITY OF COTTAGE GROVE WHEREAS, on February 4, 1998, the Mayor and City Council adopted Resoiution No. 98-09, the 1998 pay plan for non-represented employees; and WHEREAS, on Aprit 1, 1998, City Council adopted Resolution 98-40, which made minor changes and corrections to the pay plan as adopted under Resolution 98-09, and WHEREAS, the position of Chief Building Officiai needs to be added to the pay pian for non-represented employees; and WHEREAS, effective June 25, 1998, the pay plan for non-represented employees be amended as foliows: ARTICLE I: PAY SCHEDULE: in Section 2, add Chief Building Officiai in Pay Grade VII NOW, THERFORE BE IT RESOLVED, by the City Council of the City of Cottage Grove, County of Washington, State of Minnesota, that this Resolution No. 98-XXX amend Resolution 98-09, Resolution Adopting 1998 Pay Pian and Benefits for Employees Not Covered by a Labor contract for the City of Cottage Grove. This resolution shall become effective June 25, 1998, and shall remain in effect until amended by the City Council. Passed this 24th day of June, 1998. John D.
