Re: Appointment of Richard Lockrem as Chief Building O�cial
BACKGROUND
The City of Cottage Grove has had a vacancy in the position of Chief Building Official
(CBO) since the death of Jim Beane in December 1997. in addition, Inspector Ron
Noeker resigned in March 1998. Nick Schmitz has been serving as Interim CBO.
City staff reviewed personnei needs in the building division, and determined that at
this time, we will maintain a staff of three inspectors. State statute requires the
appointment of a Chief Building Official. We began recruitment efforts for a new
CBO in April, and received approximately 14 candidates.
Seven candidates were selected for testing and interviews. On May 19, the
candidates were interviewed by a technical panel of CBO's from three other cities,
and by a City panei consisting of the Buiiding Department Secretary Martha McBride,
Community Development Director Kim Lindquist, City Administrator Ryan Schroeder,
and me. The candidates also completed a written test.
At the conGusion of this process, two top candidates were selected to proceed to the
next stage of the recruitment process, reference checks. At the conGusion of these
checks, a top candidate was selected.
