Re: Appointment of James L. Northway as Public Service Worker/Mechanic
BACKGROUND
With death of employee Todd Mailinger, a vacancy resuited in the Parks Division. As
per the labor agreement, the position was posted internaily. Marcos Villanueva
applied for a transfer from Fleet Maintenance to Parks. This will resuit in a vacancy
in the shop for a mechanic. This particular position is primarily responsible for
automotive repair, but would assist with repair of large equipment.
We received 34 applications. Fourteen applicants met the minimum requirements for
the position, and were invited to take a written examination. Those with the top five
scores were invited to interview.
DISCUSSION
P,pplicants were interviewed by Les Burshten, John Fredrickson, Mark Olson, and
me. We unanimousiy agreed upon a top candidate for the position. This candidate
was invited for a tour and hands-on test, and reference checks have been
completed. Staff recommends Mr. James L. Northway for the position of Pubiic
Service Worker for the Fleet Maintenance division.
Mr. Northway is currently employed as an Auto Technician for Amdahl's Red Wing
Motors. Previously, he has held many automotive repair positions, as listed below:

Mr. Northway has an automotive mechanic diploma from Anoka Area Vocational
School, and is an ASE Certified Master Automotive Technician. He has iwenty years
of inechanical, diagnostic and maintenance experience with automobiles, trucks,
heavy duty equipment, and small two and four stroke engines. He has specialized
training in electronics, and knowledge in fabrication, hydraulics and record keeping.
I spoke with former empioyers, and those who were willing to offer information stated
that he was a good technician, has a good attendance record, was very dependabie,
and has alot of knowiedge. Some said he was the best technician they had, and that
they would hire him back. These are very strong positive references.
RECOMMENDATION
Based on the information outiined above, staff recommends the appointment of
James L. Northway as Public Service Worker, Fleet Maintenance Division, in
accordance with the Public Works labor agreement and City Personnel Policy.
