Schroeder, City Administrator Date: June 18, 1998 Re: CSAH 39 Paving On June 3, 1998, Washington County, represented by Commissioner Myra Peterson, County Engineer pon Tiesen, and Project Engineer Brian Gage presented a proposal to the City to provide for reconstruction of County State Aid Highway 39 (Hadley Avenue}. Their proposal, attached, resulted in Cottage Grove providing an estimated $130,415 toward the $1,799,720 County project. St. Paui Park was projected to contribute $79,126. At their meeting of June 3, Council expressed concems with how the County funding formula for a County project impacted the locai municipal budget. Council also expressed the observation that the bulk of the project appeared to be in St. Paul Park with the bulk of the local participation derived from Cottage Grove. Commissioner Peterson and Engineer Tiesen agreed to review the Council issues and respond with a re-evaluation. Enclosed please find a letter irom Don Wisniewski, Washington County Public Works, with a response to Council concerns. You wili note that the project budget has been reduced siightiy to $1,796,220. You will also note that the participation levels from St. Paui Park and Cottage Grove have been reduced fairly dramaticaliy to $47,388 and $41,484 respectively. The County will be picking up an additional $117,170 as a resuit of the re-evaluation. The City will be sharing in the cost of storm sewer, curb, and driveway aprons. i believe the above is more in keeping with Council's understanding of reasonable cost participation on County projects such as this one. Erickson, Facilities Manager We appreciate the time the City Council, Mayor, and yourseif took to meet with us June 4"' to discuss the CSAH 39 (Hadley Avenue) project. Staff informed me of the City concems with our Cost Participation Poiicy and its implications for the City. We discussed this issue with Commissioner Peterson to develop a proposal that is fair, reasonable, and meets the parameters of our policy. When this project was first placed into our Capital Improvement Program, the project scope was to miil and overlay the road surface. These projects are 100% paid for by the County. Subsequent analysis lead to the increased scope of reconstruction. We also considered that the current road width is not being improved; we are basicalty replacing the existing pavement. The elements being measurabley improved are the storm sewer, curb, and driveway aprons. We feel it is appropriate to request participation in these improvements. We are proposing City participation in the concrete curb and gutter costs, driveway apron costs, right of way, engineering, and miscellaneous items prorated based on total construction costs. We wili pay 100% of the road and storm sewer costs. The attached cost participation sheet shows that this reduces your City contribution to 541,483.51. Actual costs will be known when bids are opened. This same proposal changes the City of St. Paui Park costs to 547,387.55. We believe that this is a fair and reasonable contribution for the City. Washington County will be committing 51,700,000 to this project, approximately 95% of the project costs. We will work to improve communications with you and the City Council on these Capital Improvements. We face the same budget constraints and recognize that planning is needed in order to fund large projects. We do believe that working together on projects with regional and local benefits allows us to build better projects.
