Re: LIQUOR LICENSE VIOLATfON — NEW MOON RESTAURANT
INTRODUCTION
The Police Department, through investigations, has determined that the New Moon
Restaurant has violated State laws and City ordinances regarding the display and
consumption of alcoholic beverages.. The purpose of this memorandum is to request
City Council sanctions for these violations.
BACKGROUND
The New Moon Restaurant is iocated at 8150 Hadley Avenue South, Cottage Grove,
and currently possess an `°On Sale" intoxicating and "On Sale" Special Sunday
intoxicating liquor license, for the on premise sales and consumption of alcoholic
beverages.
DISCUSSION
On May 30, 1998, the Cottage Grove Police Department investigated an incident
wherein an 18 year old subject was arrested for Disorderly Conduct, criminal damage
to property, obstructing the legal process with force, and underage consumption.
During the contact with the 18 year old male, he stated that he had been drinking at
the New Moon Restaurant and that he is never carded there. This 18 year old was
extremely intoxicated, resisted arrest, struck a Cottage Grove O�cer, was verbally
abusive tcswards the officers and damaged a squad car by kicking at the door from
the is�side after he had been arrested and subdued. Additionally, iwo Cottage Grove
Police Officers had been eating dinner at the New Moon Restaurant earlier on this
same date and observed this same subject drinking at the bar. At the time of this
observation, the o�cers had no knowiedge that the subject was not of legai drinking
age.
