The meeting was calied to order at 7:00 p.m. by Chair Terry Miller. None. m. -•. A. B. M.R.P.A. Grant - Update Frisbee Disc Course in Cottage Grove. Staff informed the Commission that verbal confirmation has been received from the executive director of the Minnesota Recreation Park Association, that the City of Cottage Grove uvvill receive a$S,OOO.QO grant from the M.R.P.A. for the installation of a Ice Arena improvements - Uadate Staff informed the Commission that the new Low E ceiling panels have been instailed along with all new light fixtures over the studio and main rink. He also indicated that bids are currentiy out for the installation for new refrigeration lines on the studio rink with the bid opening date scheduled for Thursday, June 11, 1598. C. Park Trust Fund Projects - Update Arbor Meadows - Staff informed the Commission that Darren Gamrandt recently installed a park entry sign as part of an Eagie Scout project. H also informed the Parks Commission Minutes 2 June 8, 1998 Commission that modifications to the parking lot and installation of the pathway through the parkhave taken place. 2. Hamie4 R�rk - Sfaff indicated fhat iasf weeK the eight-foof bituminous pathway was instailed making the final connection to the Hamiet Park Trail. Fencing is scheduled for installation along that section of the pathway for later this week. 3. Kingston Park - Staff indicated that bituminous pathways have been extended to the picnic shelter and to the tennis courts. He also indicated that rough grading and class five materiafs have been instalied for the planned overflow parking lot in Kingston Park. He also indicated that installation of fencing along the parking lot is scheduled for construction this week. �UNFtN SHE BU � A. Hidden Valley 5"' Addition Staff indicated that he has met with the Mike Rygh, developer of the Hidden Valley 5'" Addition to discuss the NSP easement corridors, the pathway systems, the ponding and storm water retention ponds. The developer has agreed to work with the City to develop a kids' fishing pond environment on the south pond, as well as, work with the City to create an off-street parking area. Staff indicated that he has been in contact with the Department of Natural Resources and has been informed that funds may be available for the instailation of a fishing pier on the pond to accommodate shoreline fishing opportunities for families in Cottage Grove. NEW BUSI ESS� ��� A. 1999 Budget Preparation Staff indicated that budget preparations are currently undervday for the year of 1999. Any Commissioners with thoughts on projects that should be included for consideration in the budget process ere asked to contact staff directly. GOMMISSION ! COMMITTEE MINUTES None. MISCELLANEOU Commission member Briese indicated that some fox holes have been dug by kids in the Pine Tree Valley Woods, directly behind the building at the Pine Tree Valiey Park. Staff indicated that he would have the matter looked into. Parks Commission Minutes June 8, 1998 Prospective member pon Schmitz noted that there are some trees down along the traifways at Woodridge Park that should be removed. Staff indicated that he would forward that message on to the parks crew to evaluate and remove. 3 Commission member Fredrickson indicated that while walking the Hamiet path system she observed that it may be appropriate to install a directional arrow to the main path near the intersection of 84"' Street to help provide better direction for trail users. Commission member Cheney indicated that he observed a washout occurring in Kingston Park near the high line area. It may be something that the City wouid like to look at and repair before it becomes any worse. Idea� Avenue Laneway - The Commission briefly discussed the status of a proposed laneway or pathway along Ideal Avenue from 110"' Street to 100'". It was noted that the City is currently discussing the issue with Metropolitan Council requesting that when the new treatment piant is installed that the road be widened or a paved shoulder be included in the scope of the project for pedestrians and bikers along Ideal. Farmers Market - Commission raised the question on where we were at with the prior discussions regarding a creation of a farmers market somewhere in Cottage Grove. Staff indicated that he would talk to Mr. Hoitz about establishing a site in Cottage Grove. Commission also discussed the possibility of using the old Cars-R-Us site along the frontage road of 61 and 80"' Street due to its high visibility and easy access. This issue will be placed on the July agenda for further discussion. Recommendation for appointment of new member - Don Schmitz attended the meeting and has expressed interest in serving on the Commission. Staff indicated that a recommendation for appointment will be placed on the June 24"' agenda for Council Action. ADJOURNMENT The meeting was adjourned to a workshop session on the Comp Site Plan at 8:24 p.m.
