Kinsey � DATE: July 9, 1998 SUBJECT: MINNESOTA DEPARTMENT OF PUBLIC SAFETY OFFICE OP TRAFFIC SAFETY - SAFE & SOBER GRANT INTRODUCTION The Minnesota Department of Public Safety has advised the Cottage Grove Police Department that they have funding available in the Safe & Sober Program for 1999 to do directed tratfic enforcement on fifty-two (52) designated days throughout the year Grant period. Due to the success of our program efforts, we have been invited to apply for a fourtn year of funding. The purpose of this memorandum is to review for Council the conditions of the grant, obtai� autnorization to submit the grant application to the Department of Public Safety, adopt a resolution authorizing the execution of a grant with the State of Minnesota, Department of Pu6iic Safety, Office of Traffic Safety, in the amo�nt of 59,100.00, and accept a fourth year of funding. DISCUSSION The Minnesota Department of Public Safety has a mandate to promote the safety of those who use the public roadways. Certain programs implemented to fulfill this mandate, are funded by the United States Department of Transportation, National Highway Traffic Safety Administration (NHTSA), through the Department's Office of Traffic Safety. The Office of Traffic Safety is most concerned with traffic safety interventions that have been proven to r�duc@ death and injuries caused by motor vehicle crashes. Through a problem-solving identification process, the two most significant traffic safety priorities are the reduction of impaired drivers and the increase in the use of seat belts, particularly child safety seats. Traffic crashes are the Ieading cause of death for people between the ages of 1 and 38, and the leading cause of work related deaths for all ages. There are also more cases of quadriplegic, paraplegic and adult onset epilepsy than any other factor. •• �: ••: Memo to City Administrator Ryan Schroeder Re: MN Dept. of Public Safety - Safe and Sober Grant Dated 07/9/98 �age Two Safe and Sober is a National traffic safety campaign, designed by NHTSA and endorsed by the International Association of Chiefs of Police and the National Sheriffs Association. It seeks to unite national, state and Iocal efforts to reduce alcohol related crashes and increase safety belt and child safety seat use with quarterly programs. Research has consistently shown Police enforcement efforts do not have a lasting effect on the behavior of the majority of the public when the public is not aware of them. Integrated efforts, combining increased enforcement activity with adequate public awareness efforts, have been found to result in long lasting gains. By increasing the number of arrests and raising the perceived risk of arrest, compliance is increased. As in years past, the City Cou�cil must adopt a resolution authorizing execution of this grant, which must be submitted with this application. FUNDING REQUIREMENTS 85% of the total grant must be spent on Officer's overtime in traffic enforcement. Of these funds, at least 85% must be spent on overtime traffic enforcement during the identified Safe and Sober enforcement periods, in roughly equal amounts in each quarter. No more tnan 15% of these funds can be used for traffic enforcement during times other tnan those identified as Safe and Sober enforcement periods. TRAINING REQUIREMENTS Officers working overtime enforcement hours funded by this grant must have completed NHTSA's 8-hour advanced field sobriety testing training. This training is provided through the Minnesota State Patrol, is eligible for POST accreditation, and is funded through a separate grant from the Minnesota Office of Traffic Safety. The department receiving the grant must provide compensation as it deems appropriate for officers to attend this training. ENFORCEMENT REQUIREMENTS Officers working as part of this grant, in overtime traffic enforcement, must achieve at least 2 traffic contacts per hour, at least haif of the contacts must be issued citations, rather than warnings, and 20% of the contacts must be related to seat belt or child restraint violations. F(NANCIAL CONSIDERATIONS Our grant, when submitted, will request 181 hours of overtime for a team of two officers to be assigned in blocks of 4 hours between 10:00 p.m. and 2:00 a.m. Memo to City Administrator Ryan Schroeder RE: MN Dept. of Public Safety - Safe and Sober Grant Dated 07/9/98 Page Thrae during the designated time frame and, in addition, special events within the city, ie. Homecoming, etc. Administration S 1,300.00 Enforcement 7.800.00 TOTAL S 9,100.00 RECOMMENDATION I believe this grant creates an opportunity at a reasonable cost to the city to provide significant extra police officer traffic enforcement within the city thereby making our community a safer place to live. It is my recommendation that the City authorize the submission of the grant application to the Department of Public Safety, adopt a resoiution authorizing the execution of the grant with tne State of Minnesota, Department of Public Safety, Office of Traffic Safety, in the amount of 59,100.00, and accept a fourth year of funding. COUNCIL ACTION REQUIRED If Cou�cil concurs with this recommendation, they should adopt a resoiution authorizing the city to enter into an agreement with the State of Minnesota, Department of Pubiic Safety, Office of Traffic Safety, for a grant in the amount of 59,100.00. Thanks. /cce ►._ ♦�...'. �\. \•.': RESOLUTION AUTHORIZING EXECUTION OF A GRANT AGREEMENT RELATING TO THE ADMINISTRATION AND IMPLEMENTATION OF A TRAFFIC SAFETY PROGRAM BY THE COTTAGE GROVE POLICE DEPARTMENT WHEREAS, the Minnesota Department of Public Safety, O�ce of Traffic Safety promotes efforts to reduce tra�c accidents through the funding of city traffic enforcement programs, and WHEREAS, the Minnesota Department of Public Safety, O�ce of Traffic Safety, has established local traffic safety pracedures for the fiscal year of 1998 through 1999 to promote law enforcement and traffic safety, and WHEREAS, the City of Cottage Grove is eligibie to receive up to $ 9,100.00 in reimbursement for participation beginning on the date tne contract is signed by the Commissioner of Finance, to offset increased personnel overtime cosYs for traffic enforcement. NOW THEREFORE BE IT RESOLVED, the City Council of the City of Cottage Grove, County of Washington, State of Minnesota, that the Cottage Grove Police Department is authorized to enter into an agreement with the State of Minnesota, Department of Public Safety, OEfice of Traffic Safety for a grant in the amount of $ 9,100.00 to reimburse the Cottage Grove Police Department for money spent on police o�cer overtime salaries to enforce approved traffic laws in the areas of DWI, speed and seat belt use, AND, BE IT FURTHER RESOLVED that the Cottage Grove Police Department enter into a grant agreement with the Minnesota Department of Public Safety, Office of Tra�c Safety for the project entitled SAFE & SOBER COMMUNITIES during the period from October 1, 1998 through September 30, 1999, AND, BE IT FURTHER RESOLVED that James E. Kinsey, Acting Director of Public Safety of the Cottage Grove Police Department is hereby authorized to execute such agreements as are necessary to implement the project on behalf of the Col#age Grove Poiice Department, AND, BE IT FURTHER RESOLVED that Elizabeth Johnson is hereby authorized to be the fiscal agent and administer this grant on behalf of the Cottage Grove Police Department, AND, BE IT FURTHER RESOLVED that Sergeant Laurel J.
