RE: West Draw Trunk Utility Easement Acquisition
BACKGROUND
The West Draw infrastructure improvement plans require that right-of-way and ease-
ment acquisition is necessary in the Hardwood Corridor. As per earlier direction by
Council, staff and Evergreen Land Services have been diligently working with the
property owners in the affected corridor. The goai of this process was to attain City
acquisition prior to the quick take hearing.
DISCUSSION
As a result of this process, an easement purchase agreement was signed on July 10 by
Richard and Laurei McConnell for property located at 7171 East Point Dougias Road.
A copy of the purchase agreement for the affected portion of the McConnell's property
has been compieted and is being presented for Council approval. The purchase price
for the easement is $2,000. The attached map details the affected property and the
acquisition area.
RECOMMENDATION
Staff recommends the City Council approve the attached purchase agreement and
authorize the execution of said document by the City Administrator.

considerarion, the receipt of which is hereby acknowledged, Grantor has this day
bargained and sold, and by these presents does bargain, sell and transfer unto the City of
Cottage Grave, its successors and assigns the following:
A perpetu�l non-exclusive easement for public drainage and utility p�rposea with
the right co enter upott tbe real estate hereinafter described at any time that grantee may
see fit, and construct, maintain amd repair any lines, equipment, materials, ar other items
for public drainage and utility puiposea, far the purpose of maintaining, repairing or
replacing the said publie drainaga and utilities ovee, across, through and under the lands
hereinafter deseribed, together with the right to excavate and refip ditches and/or trenches

for the location of seid public drainage and utilities, and the further right to remove trees,
bushes, undergrowth, and pther obstructions interfering in the location, constructian and
