Kinsey ` Date: July 10, 1998 Re: RESPONSE TO PREVIOUSLY RAISED COUNCIL CONCERN — NOTIFICATION TO LIQUOR ESTABLISHMENTS OF POLICE CONTACTS INTRODUCTION Council directed tne Public Safety Department to develop and implement a procedure notifying all Cottage Grove liquor establishments of poiice contacts or incidents at their respective establishments on a routine basis. BACKGROUND During the June 17, 1998 Public Hearing regarding the Majestic Baliroom liquor/dance hall permit violations, Ms. Meissner stated to Council that she was unaware of ali the incidents where the Cottage Grove Police Department had been involved. Council questioned if it was the practice of the Public Safety Department to notify liquor establishments of incidents at their business. Acting Director of Public Safety James E. Kinsey advised Council that no process is in place for said notification. Council then directed that the Public Safety Department develop and implement some type of notification process advising all liquor estabiishments of incidents wnich involved members of the Cottage Grove Police Department responding or taking acting at their respective businesses. DISCUSSION in working with the Records Division, a monthly report has been developed which will DPS998-100 • Page 1 meet the requirements of the Council directive, but will protect the privacy rights afforded to certain individuals. This report will also not jeopardize any ongoing investigation(s) which may be active thereby aliowing the Police Department to continue to enforce the laws which govern liquor establishments.
