Mayor Denzer called the meeting to order at 8:00 a.m. ROLL CALL Present: Mayor John Denzer Council Member Rod Hale Council Member Jim Wolcott Council Member Sandy Shiely Council Member Cheryl Kohls Staff Present: Ryan Schroeder, City Administrator Caron Stransky, City Clerk • Kirstin Barsness, Economic Development Director Patti Storby, Public Works Administrative Secretary Michelle Wolfe, Assistant City Administrator Liz Johnson, Finance Director Brenda Peper, Accounts Payable Clerk Les Burshten, Pubiic Works Director Mayor Denzer presided over the meeting. Urban and Rural Tax Districts MOTION BY WOLCOTT, SECONDED BY HALE, TO ADOPT ORD/NANCE NO. 657, AN ORDINANCE FOR THE CITY OF COTTAGE GROVE, MINNESOTA, RELATING TO URBAN AND RURAL SERVICE DISTRICTS BY AMENDING SECTION 11-5, REMOVING SEVEN (7) PARCELS FROM THE URBAN SERVICE DISTRICT. MOTION CARRIED. 5-0. Metropolitan Council Environmental Services (MCES) RoadwaLr Improvement Proposal Council reviewed the report of City Administrator Schroeder dated July 27 � regarding the roadway improvements proposed by the Metropolitan Council � Environmental Services staff. The proposal includes funding to: Special Meeting — July 31, 1998 Cottage Grove City Council � Page 2 ■ Upgrade 110 Street South to a 24-foot width, nine-ton roadway; ■ Overlay Ideal Avenue to a 24-foot width; and ■ Improve the 110 and Ideal/100 intersections with 100-foot right turn lanes and 100-foot merge lanes. The proposal also includes funding up to $100,000 for any other access road improvements the City conducts between the site of the Treatment Plant and Trunk Highway 61. Following discussion, Council directed City Administrator Schroeder to draft a counter-proposal to the MCES, as follows: ■ Ideal Avenue should be a 30-foot paved travel surface, to include marking such as to provide for a laneway system in addition to the turn lanes at 100 and 110 Streets. ■ MCES should shoulder responsibility for all roadway needs befinreen the plant and the state highway system. ■ The City of Cottage Grove should not be in a position of subsidizing infrastructure needs of this regional facility to the benefit of the larger metro system and to the detriment of the local taxpayer. ■ MCES should contribute toward the partial construction of Jamaica Avenue. � MOTION BY WOLCOTT SECONDED BY HALE, TO ADJOURN THE SPECIAL , MEETING AT 8:15 A.M.
