Minutes of the Meeting of April 29,1998

1. Approve minutes
Motion by Shinn, second by Todd to approve the minutes of the meeting of
March 25, 1998. Motion carried 3-0
2. Receive information from Public Safety concerning gangs and gang related
activity in Cottage Grove.
Officer Neuenfeldt was present to respond to questions by Commission
members concerning gang and gang related activity in the City.
The question was raised concerning whether the City has gangs. Johnson
distributed a listing of gang statistics received from the Washington County
Attorney's Office. Officer Neuenfeldt made the comment that the City uses the
State's ten point criteria for determining if criminai activity is gang related.
information is forwarded from CGPD to a central receiving point at the County
Attorney's o�ce, which tracks the statistics. Officer Neuenfeidt was asked for
a description of the gangs and their activities on the County Attorney's list.
O�cer Neuenfeldt provided a brief outline of gang names, classifications,
description and age.
Officer Neuenfeidt described the Gang Enhancement provision in State Law,
whereby an offender is charged with a more serious degree of the offense if
the crime can be related to gang activity.
Officer Neuenfeldt was asked about the gra�ti exhibited throughout the City.
He responded that graffiti might be classed in three ways; tagers, vandalism,
and gang markers. A tager is someone who defaces property in a way that
has meaning to that individual. A vandal defaces property to destroy it. Gangs
deface property to identify gang turf. Most of the graffiti in town is vandalism.
He then discussed the efforts of the East Metro County Task Force which is a
cooperative effort among the cities in the East Metro, who share information
concerning gang members and their activities, and contributions by the City of
St Paul and Wisconsin cities.
Officer fVeuenfeidt discussed the City's GREAT and DARE programs at the
Junior and Senior High Schools.
Officer Neuenfeidt was heartily thanked for his time and information.
3. Receive information concerning commuter rail
Myra Peterson was present to discuss the Red Rock Corridor Coordinating
Committee. The rail demonstration that was scheduled for May 11` has been
de-railed. The demonstration has been tentatively scheduled for February,
2002. It is hoped that a long term demonstration will turn into a long term
usage.
Funds have been included in a state bonding bill for engineering and an
evaluation of the corridor. The two corridors have been identified as North
Star Corridor (Anoka to Minneapolis) and Hastings Corridor (Hasting to St
PauVMinneapolis).
Myra discussed the Coordinating Committee. The counties of Goodhue,
Dakota, Washington and Ramsey have been invoived. Myra discussed what
the impact of the Highway 61 re-design will have on the commuter rail projec4.
Myra stated that the long term goal is to devise a system that is economicaliy
viable and a sustainabie land use. She discussed the experiences of Dade
County and the City of Dalias with the light rail transit concept.
Myra Peterson was thanked for sharing her time with the Commission.
4. Discussed the article for the spring issue of Cottage Grove Reports.
The Commission reviewed the article Jim Shinn wrote for the spring issue of
the Cottage Grove Reports. No changes were proposed. Motion by Todd,
second by Horner to accept the article and forward it to be published. Motion
carried.
5. Receive information concerning commuter bus routes.
The Commission discussed the current bus routes and what areas of the City
may be in need of circulator bus routes in the future. Briefly discussed the
transit element of the Comp Plan. Jim Shinn expressed interest in attending
the Planning Commission's workshop concerning this issue.
6. Commission comments
The Commission asked for the minutes of the Red Rock Corridor Committee
to be forwarded from time to time.
Discussed two mare possibilities for future commission members.
Chair Horner discussed the summer schedule for the Commission meetings.
It was decided to cancel the regular May meeting and hoid the next meeting
on June 24. it was agreed to postpone the May meeting to June.
7. Adjourn
Motion by Shinn, second by Todd to adjourn. Motion carried. Meeting
adjourned at 9:20 p.m.
