SUBJECT: 80 Street Water Main Break—August 1, 1998

At approximately 12:30 a.m. on Saturday, August 1, 1998, Cottage Grove dispatch
notified the on-cali foreman, Ron Eriksen, of a possible water main break on 80 Street,
east of Hornell Avenue. The area in question was in the same proximity (within
approximately 150 feet) of the last two that occurred earlier this year. Mr. Eriksen had
very Iittle trouble determining and confirming that a main break had indeed occurred.
Crews were dispatched and began work immediately to remedy the situation. The water
was shut down by approximately 1:25 a.m. and the city's sub-contractor, Valley Rich,
began digging by 5:00 a.m. Water was restored to 14 homes, Park High, and the Ice
Arena by approximately 10:00 a.m. and 80 Street was reopened to traffic by 12:00
noon or shortly thereafter. To my knowledge, there was no damage to private property.
The roadway sustained some damage, however, it is scheduled to be repaired
sometime this week. The oniy damage to new construction was approximately five
sections of curb that will have to be replaced.
The question that is most pressing and has to be answered immediately, is whether or
not to replace this section of 12" cast iron pipe vuith 12" ductile iron pipe. Harry Taylor,
Dave Hanson, Eric Jahnson arrod myself inet today and discussed the incident. Initially, i1
appears that once again the cause of the failure was corrosion, as has been the case in
two of the previous mishaps. Through our discussion, it seems that a portion of the
water main on 80` Street possibly should be replaced. The problem now is where to
start and where to stop. It appears logical that the work should start and stop at an
intersection - start at Hornell and stop at Hynes, with 1000 feet between them.
Based on some preliminary cost estimates, the dollar amount required wouid be
somewhere between $55.00 and $65.00 per lineal foot or approximately $55,000 to
$65,000 to do the required work. Please keep in mind that this procedure is no absolute
guarantee that another break may not occur in this area, nor is there any insurance that
a break may not occur somewhere east or west of where the new pipe is instailed. It
does appear, however, that based on discussions with a number of experts during the
last study regarding this issue, the possibility of another failure in this area with new
pipe installation would be very remote.
The timing and decision on this issue is ver� critical at this point. Each day of delay may
extend the completion date of the entire 80 Street completion date. It is my
understanding that if the project were authorized to proceed, a change order couid be
issued to the utility contractor, Burshville Construction, and we would be able to
commence within the next day or so. Please remember thaf in order to keep the
schedule somewhat on track, the sooner the decision is made, the sooner the work can
be completed.
Please present this informafion to the council at the August 3` Monday evening budget
meeting.
