CALL TO ORDER
The City Council of the City of Cottage Grove, Washington County, Minnesota
held a special meeti�g on Monday, August 3, 1998, at the Cottage Grove City
Fiali, 7516 80� Street South. Mayor Denzer called the meeting to order at 7:00
p. m.

Mayor Denzer presided over the meeting.
The purpose of the special meeting was to review the 1999 recommended City
Budget far the City of Cottage Grove.
Administrator 5chroeder reported that the an�ual cost for the City of Cottage
Grave to provide in-kind services to the Youth Service Bureau tatals $2,227. In-
kind senrices includa snow removal arrd lawn servic�.
Schroeder also reparted the City cannat utilize 7ax Increment Finanr,ing (TIF)
proceeds #a pay fire station debt.
Ecanamic Development Directar IGirstin �arsness r�viewed the eeonamic
development fund and economic development autharity budgets.

Council Member Kohls informed Staff the property owner adjacent to the Lamar
Ball Fields might be interested in purchasing a small triangle piece of property
from the City. She requested that the Director contact the property owner, Mr.
John Anderson, to discuss the matter.
Council directed Staff to start studying expanding the Golf Course Clubhouse to
include kitchen facilities.
Acting Public Safety Director Jim Kinsey presented the emergency
preparedness, animal control, community watch, and forfeiture budgets.
Kinsey reported that in 1997 the police department made 52 referrals to the
Youth Service Bureau. In 1998 to date, no referrals were made by the
department.
Kinsey reported the City has been put on notice that Dr. McConneli, Park Grove
Pet, will be terminating their Impound Facility Contract with the City in September
1998.
Fire Chief Dave Dally reviewed the fire protection budget. The recommended
budget includes fiiling an existing full-time firefighter vacancy.
There was discussion on the EMS, number of calls per station, and the proposal
to train part-time firefighters to the EMTI level.
Dally removed from the 1999 Capitai Out{ay budget $2,000 to purchase �
hydraulic ram in favor of purchasing a Hurst tool in the year 2000 costing
$10,000.
There was discussion on increasing part-time firefighter payroll to cover future
daytime fire protection recruitment decisions.
It was suggested that the Ghamber af Commerce and lacal emplayers be asked
ta excuse part-time fire fighters for daytime emergency respanses.
Act€ng Public Safety Director Jim Kinsey reviewed tF�e police protection and
ambulance service budgets.
Council directed the Gity Administrator to schedule a workshop session to finalize
the 1999 Budget.
