Pursuant to due cali and notice tnereof, a meeting of the Public Works Commission of
Cottage Grove was duly held at the Public Works Garage, 8635 West Point Douglas
Road, Cottage Grove, Minnesota, on July 13, 1998, af 7:00 p.m.

Chair Wiimer Holz called the meeting to order at 7:00 p.m.

APPROVE MINUTES
Correction made to "Call to Order'; June 8, 1998. Minutes to read " Chair Wilmer
Holz, not Vice Chair Wilmer Holz".
Motion made by Dan Massarotti and seconded by Dale Johnson approving minutes of
June 8, 1998 Public Works Commission meeting. Motion carried unanimously.

A. Technical Review
No Technical Review Meeting.
B. Renewai by Andersen Proiect
Commission members reviewed a map illustrating the location of the future Andersen
facility to be built on the corner of Jamaica Avenue and 100` Street. The water main
will be extended down Jamaica Avenue up to the building. There will be a water line
put in on the future 97�' Street, which will run to the west with a water line installed on
the future 97` Street. Improvements for Jamaica Avenue are planned for next year.
Future plans include the expansion of Jamaica Avenue from two to four lanes, however
in the short term will remain two, with added right turn lanes. Tax increment financing

wiil fund future expansion of Jamaica. Harry concluded that ma�y issues are very
preliminary at this time. Construction is slated to begin this fall.
OLD BUSINESS
A. 80`" Street Update:
Les reported that most of the utility work is done and that Tower Asphalt has been put
on notice that things are expected to be on schedule. The curb has been poured
on 79`� Street off of Ideal, however, there has been some concern regarding the
elevation. The curb is lower than residents thought, however, was put in according to
design. Various option are being considered
B. Public Works Building Update
AI Larson reported that the concrete work is done. Crews are moving into the phase of
finish work, which will include painting, hanging wallpaper, laying tile, etc. The bulk of
the heavy work is done. Outside work is now shaping up with the parking lot cut in on
the east side. Work is continuing in the rear of the building for the future installation of
blacktop.
The fuei facility is almost up and running

Ron Eriksen reported that crews picked up storm debris for 3 weeks and 2 days — door
to door, anything that was on the curb until June 30` Another week was spent picking
up boulevard trees from the June 26`" storm. To date, labor cost are a little over
$53,000 (hired equipment was almost $30,000). Our equipment charges were
$31,000, a good part which wiil be reimbursed by FEMA. There are stili pending
expenses inciuding sidewalk and backstop repairs. Boulevard restoration started this
past Wednesday with an expected cost of $10,000.
200 boulevard trees will be replaced at a cost of $15d.00 per tree. Roof damage done
to various park buiidings will cost a few thousand dollars. A booster pump was lost at
the station at a cost of $25,000, which is expected to be covered by FEMA funds. The
disposal of trees at SKB Compost is expected to be about $70,000. Total damage is
approximately $286,900. If we get 60°/o back from FEMA, we'll be in good shape.
This year we have the added benefit that some of these items will be reimbursed by our
insurance company.

Washout of 103r Street and railroad bridqe in Grev Cloud Island: To date, gravel base
has been replaced at a cost of $3,500. The engineers are giving a recommendation of
road improvements and a culvert under the bridge which may realistically cost $20,000
for road repair and $85,000 for a cuivert.
Dan asked if the bridge damage repair should be the responsibility of the Mississippi
Dunes Golf Course or Baileys because of the fact that flooding did not happen before.
Les said both scenarios are being looked at to determine fault. Since this is the second
time flooding has occurred, the problem must be remedied.
City staff will be meeting with FEMA in the near future. Les reported that Ron Eriksen
and Joe Long have done a great job compiling storm damage reports.
Dale added that the entire Public Works Department has done an excellent job with
storm related duties.
RESPONSE TO PREVIOUSLY RAISED COMMISSION COMMENTS/REQUEST:
None.
COMMISSION COMMENTS AND REQUESTS:
Due to booster pumps losing their variable frequency drive, there has been fluctuating
water pressure in some areas of the city. They've been running booster pump two,
which runs 4,000 galions per minute, so you're probabiy going to see more surging.
Les said the arbitration for the driveway issue has been delayed until August 10, 11, or
12. Dan asked if there°s something that can be published in the locai paper so citizens
know something is being done. He added that he is often asked what is going on with
this issue.
Dale asked what kind of trees would be planted to replace those lost in the storm. Les
said that is a decision that will have to be made by the City Council — particularly since
the costs wiil not be covered by FEMA.
Dan reported that grounds work was done in Hearthside Park mid-June. Walks were
trimmed and debris was removed.
Tim said they finaliy got rid of the dust on 77th Street. Big improvement!

AI said they've been sending out letters regarding weeds. Wilmer reported that there
are many thistles on 70`" Street where fhe new weli is going in. Hopefully ne�ct year,
thistles will be sprayed eariy enough to prevent them from blossoming.
