July 13, 1998
Pursuant to due call and notice thereof, a regu�ar meeting of the Parks, Recreatiorr, and
Natural Resources Commission was duly held at City Hall, 80th Street South, Cottage Grove,
Minnesota, on the 13th day of July 1998.
The meeting was called to order at 7:00 p.m. by Chair Terry Miller.

Proclaimed May 11 through May 17, 1998 as Historic Preservation Week.
Adopted resolution changing street name of Chemolite Road to Innovation Road.

REPORTS
A. SAFETY CAMP

Staff informed Commission that Safety Gamp is scheduled for Tuesday, Wednesday,
and Thursday, July 21-23 at Hamlet Park. Staff encouraged Commission members to
stop in and observe the activities if their schedules permit.
B. GREAT GROVE GET TOGETHER
Commission briefly discussed the recent Great Grove Get-Together held at Kingston
Park. Commission members present indicated that the site appeared to function very
well for their planned activities, they also indicated that the parade was very good.
C. LAMAR FIELDS COMPLIANCE ISSUES
Staff presented to the Commission a memorandum addressed to City Council,
highiighting activities at the Lamar Fields specificaliy dealing with the ban on alcohol.
Staff aiso provided the Commission with a generai overview of the financiai impacts as
a result of the loss of 11 teams in 1998 from 1997.
Staff shared with the Commission, the possibility of opening up our team registration
requirements to allow for unlimited outside players based on availability in the league.
Staff projected the possible number impact this would have. Staff indicated that the
state sanctioning boards ailow for communities to determine eligibility for participation
in individual league play. The Commission feit that if openings exist for additional
teams to participate in the programs, the City shouid consider aliowing those teams to
participate in an effort to increase revenues to the department.
The Commission also discussed a recommendation to limit the number of staff
assigned to Lamar Fields. Staff indicated that currently there is a concession worker
and a site supervisor at the facility each night that activities are scheduled. Staff has
suggested going with just one supervisodconcession worker as a cost saving measure
based on the lack of problems associated with activities at Lamar Fields. The
Gommission supported this concept as well.

A. FRISBEE DISC GOLF
Staff indicated that the City received a letter from the Minnesota Recreation and Park
Association approving the City for a grant funding of the Frisbee Disc Goif course to
be instailed at Oakwood Park. Staff indicated that the City Administrator has

authorized the purchase of Frisbee Disc Golf Course materials. As a result, the Twin
Cities Tree Trust organization wiil begin brush removal and installation of the Frisbee
Disc Golf facility.
STUDIO RINK REPAIRS
Staff shared with the Commission the results of the recent bid opening for the
replacement of the Freon lines on the studio rink. Staff indicated that the Council has
elected to postpone the replacement of the floor and rebid the project later in the year
to hopefuily see better bids. Council has directed, however, that staff make necessary
repairs to the compressor and add additional Freon to the system to keep the studio
rink functionai until other repairs are made.
HIDDEN VALLEY 5 ADDITION UPDATE
Staff presented a map that highlighted the areas to be dedicated for parks and open
space purposes as part of the development conditions.
IDEAL AVENUE-SIDEWALFULANEWAY UPDATE
Staff indicated he has not heard the findings of a survey that was conducted recently
by Metropolitan Council to determine if sufficient road right-of-way is available to allow
the instaliation of a sidewaik or off-road pathway along the road right-of-way on Ideal.
Staff indicated he would put this issue on the August agenda for further discussion.

FARMERS'MARKET
Staff indicated that he has been in contact with the St. Paul Growers' Association.
Representatives of the Growers' Association have expressed interest in looking at
creating a Farmers' Market site in Cottage Grove in 1999, and have agreed to attend a
September or October Parks Commission meeting to discuss how Farmers' Markets
are established and operated.
SUMMER RECREATION OPPORTUNITIES UPDATE
StafE presented to the commission flyers which highlight many of the programming
opportunities available to residents of Cottage Grove this summer.
