Subj.: 3M Woodbury Site
Date: August 13, 1998
On February 4, 1998 Council received a site evaluation report from Conestoga-
Rovers and Associates. The report is entitled "Northeast Area Technology
Evaluation Report 11." This report proposes natural attenuation as the
preferred contamination control measure for contaminates emanating from the
5-acre acid pit disposal area within the 620 acre 3M site. The site as you know
is located between Keats {CR 19) and LamarlCottage Grove Road, straddling
the Cottage Grove/Vlloodbury border, just north of 70 Street. At the February
meeting it was presented that the Minnesota PCA wouid be providing their
findings and conclusions regarding the report at a public meeting projected to
be held during June of 1998.
The PCA review is now concluded and this agency will be presenting their
findings to the Council at your meeting of August 19, 1998. An article
providing notice of the meeting is expected in the Bulletin on the same day. A
mailing providing additional notice has not occurred although we had
announced previousiy that the topic would be on this agenda (given the timing
of the Washington County Bulletin Article the PCA had suggested a delay in
the meeting, but given our prior announcement we felt it best to proceed at
this point). The intent of this opportunity to review the issue is to receive
Council comments and suggestions after which the PCA will finalize their
determination regarding the proposed contamination mitigation method.
It is expected that the PCA will be supplying additional materials for your
review. However, they will not be available prior to distribution of agenda
materials. It is expected that inserts will be available for the Monday packet.
