This memo summarizes our recommendCd praject approach to the 100�' Street preliminary study
and psovides un estimate of the study costs. This merno is informal and �rovides sumraary

As we have discussed, it may be appropriato to study the 100` Street corridor between Jatnalca
and Idesl at this time due to the development of thc industrial park (�articularly the Andarson
Ranewnl site) und thc negotiations with the Met Council for the treatment plant accass rond
improvementa, This stt�dy may provide timely lnformatlon for ciecisions about the timing, scopE,
Tight nl�way needs and fsnancing consideTetiana of any improvemet�ts that mHy be contemplsted,
Project Approach
We suggest a project approach that lneludes evalusting three options:
an interim rural section improvement (reclalrn, pave, tum lanes, otc),
an urban section improvement, and
a haif urban (nc>rth side) and half rural(south sldo).
In addition to avaluating the rural vs. utban deaign options, the most critical project issuas will bc
ytqrm water dreinage and right-of-way necda. Thia is because the terrain is very flat and
therefore storm watcr drainage will tcqnire precise measurement end design. To address Chese
j9$llC9, we suggest u topographic aurvey end a dotailed deaign effort sufficicnt to the e.ccuracy
neeessaty to addtess these concems.
