Snyder Drug Store, located at 8200 Hadiey Avenue South, has appiied for a conditional
use permit for a prescription drug drive-thru window.
On August 24, 1998, the Planning Commission unanimously recommended approval of
the conditional use permit.
DISCUSSION
Snyder Drug Store is the northem tenant in the Cottage Square Mall. The drive-tnru will
require removal of part of the existing sidewalk along the northern end of the building.
The drive-thru window will have a lighted canopy overhang. Transactions will occur
through a drawer system similar to bank drive-thru windows. Bulletproof g(ass wili provide
additional security.
The Public Safety Director reviewed the plans with Staff and found that traffic and security
issues were adequately addressed.
CondiPional Use Permit
The proposed drive-thru facility is allowed by conditional use permit for the B-2 retail
business district. The cuRent request meets the criteria for issuance of a conditional
use permit. Approval is subject to the p�ovisions of the Zoning Ordinance and the
conditions required by the City.
Traffic Flow and Parking
Dave Leonard, Assistant �ce President for Snyder Drug, informed staff that their
prescription drive-thru lanes rarely have more than one vehicle waiting at a time. If a
prescription is not ready for immediate pick-up, the customer will be given a beeper and

asked to park. When their beeper gces off, they may immediately pick up their pre-
scription. This process should alieviate potential stacking congestion.
The proposal maintains twaway traffic ianes adjacent to the drive-thru window. The
existing fire hydrant and surrounding bollards, located to the north of the Snyder Drug
Store, limit the possible width of the traffic lanes and the drive-thru lane. The 11-foot
traffic lanes and 10-foot drive-thru lane provide sufficient widths for vehicles. A safety
zone of two and a half feet are left between the bollards and the drive lane. Yellow
striping and directional arrows will be painted on the parking lot showing traffic flow.
A raised concrete or bituminous island wili provide a barrier between the tra�c lane and
the drive-thru lane. Cottage Square management will be responsible for snow removal.
A"Yieid" sign is proposed at the drive-thru exit to emphasize caution for the drive-thru
vehicles exiting into cross-traffic. A"Do Not Enter. One Way" sign is proposed at the
exit of the drive-thru so that traffic does not try to enter the drive-thru from the wrong
side.
The painted parking stails northwest of Snyder's are in need of re-striping. Staff is
recommending this area be re-striped in yellow rather than white in accordance with the
Minnesota Department of Transportation's recommendations.
RECOMMENDATION
Approve the resolution approving a conditional use permit for Snyder Drug's
prescription drive-thn� window located at 8200 Hadiey Avenue South.

A RESOLUTION APPROVING A CONDITIONAL USE PERMIT TO
ALLOW THE ADDITION OF A DRIVE-THRU WINDOW FOR
PtCKING UP PRESCRIPTION DRUGS AT SNYDER DRUG STORE,
8200 HADLEY AVENUE SOUTH
WHEREAS, Phoenix Partners for Snyder Drug Store, has applied for a conditional use
permit to allow the addition of a drive-thru window for picking up prescription drugs on property
legaliy described as:
Tracts A and B, Registered Land Survey No. 36, on file and of record in the
office of the Registrar of Titles of the County of Washington, State of Minnesota.
EXCEPTING therefrom that part of Tract A, described as follows: Beginning at
the most southerly corner of Tract D, Registered Land Survey No. 36; thence
North 53 degrees 26 minutes 11 seconds East along the Southeasterly line
thereof a distance of 131.66 feet to the actual point of beginning of the land to
be described; thence North 36 degrees 33 minutes 49 seconds West along the
boundary line of said Traet D a distance of 117.17 feet; thence North 53 degrees
16 minutes 11 seconds East along the boundary line of said Tract D a distance
of 15 feet; thence South 36 degrees 33 minutes 49 seconds East a distance of
117.17 feet, thence Southwesferly to the actual point of begin�ing, and
EXCEPTING therefrom that part of said Tract B lying Southwesterly of a line
described as commencing at the most Westerly corner of said Tract B; thence

Temporary Easement: A temporary easement for highway purposes as shown on
said piat as to said Parce142N by the temporary easement symbol, excepting
therefrom that part contained within Tract 1 hereinbefore described, said
easement shall cease on December 1, 1983, or on such earlier date upon which
the Commissioner of Transportation determines by formal order that it is no
longer needed for highway purposes.
Commoniy described as 8200 Hadley Avenue South, Cottage Grove,
Washington County, Minnesota.
WHEREAS, public hearing notices were mailed to property owners within 500 feet of
the praperty and a public hearing notice was published in the South Washington County
Bulietin; and
WHEREAS, the Planning Commission held a pubfic hearing on August 24, 1998; and
WHEREAS, the public hearing was open for public testimony and no testimony was
received that objected to the proposed improvements. The applicant was present at the meeting;
and
WHEREAS, the Planning Commission unanimously approved the application, subject to
certain conditions listed below.

NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Cottage Grove,
Washington County, Minnesota hereby approves the conditional use permit application filed
by Phoenix Partners for Snyder Drug Store to ailow the addition of a drive-thru window for
picking up prescription drugs, �ubject to the follobring conditions:
The existing parking staiis and islands to the northwest of Snyder Drug shall be
clearly marked with yellow striping.
2. Tra�c flow shail be depicted on the drive-thru lanes with yeilow directional
arrows.
3. The raised concrete or bituminous island shail be marked with yeliow striping
paint and shail adequately separate the drive-thru lane from adjacent traffic
lanes.
4. Snow shall be cleared from the drive-thru barrier isiand so as not to inhibit traffic
vision for vehicles entering and exiting.
5. All existing light fi�ures along the drive-thru lane shall be operational.
6. The canopy over the window shail be the same hue of red as the other signs on
the Cottage Square Mall.

PROPOSAL
Snyder Drug Store, located at 8200 Hadley Ave. S., has applied for a conditional use
permit for a prescription drug drive-thru window.

Prescription drug drive-thru windows have been a success for pharmacies throughout
the metro area. Snyder Drug is proposing this drive-thru service for added convenience
to their customers.
PROPERTY CHARACTERISTICS
Snyder Drug Store is the northern tenant in the Cottage Square Mail. The drive-thru will
require removal of part of the existing sidewalk along the northern end of the buiiding.
The drive-thru windowwill have a lighted canopy overhang. Transactions will occur
through a drawer system similar to bank drive-thru windows. Builetproof glass will
provide additional security. .
PLANNING CONSIDERATIONS

The proposed drive-thru facility is al(owed by conditional use permit for the B-2 retail

The painted parking stalls northwest of Snyder's are in need of re-striping. Staff is
recommending this area be re-striped in yellow rather than white in accordance with the
Minnesota Department of Transportation's recommendations. The area to be re-striped
is depicted in the Exhibit A Site Plan as "parking stall re-striping area."
RECOMMENDATION
Staff believes the proposal is consistent with the City's ordinance and recommends
approval of the conditional use permit application to establish a drive-thru service
window for Snyder Drug Store at 8200 Hadiey Avenue South, subject to the foliowing
stipulations: .
The existing parking staiis and isiands to the northwest of Snyder Drug (see parking
stall re-striping area in Exhibit A) shail be cleariy marked with yeilow striping.
2. Traffic flow shall be depicted on the drive-thru lanes with yellow directionai arrows as
shown on the drive-thru plan (Exhi6it B).
3. The raised concrete or bituminous island shail be marked with yeilow striping paint
and shali adequately separate the drive-thru lane from adjacent traffic lanes.

Phoenix Partners has applied for a conditional use permit to aliow the installation of a
drive•up window for Snyder's, 8200 Hadley Avenue South.
Martig summarized the staff report and recommended approval subject to the conditions
listed i� the staff report.
Sawyer asked who would remove the snow from the drive-thru lane. Martig stated that it
be the responsibility of the management of Cottage Square.
Dave Leonard, representative from Snyder Drug Stores, stated that he would answer any
questions.
Auge opened the public hearing. No one spoke. The public hearing was c/osed.

Boyden asked if the Public Safety Commission had seen this request. Lindquist stated that
they receive a copy of the Technical Review Committee packet and staff did not get any
response from them.
Japs expressed concern for tra�c coming around the comer from DeMori's and asked that
that be addressed. Staff indicated they would discuss the proposed tra�c pattern with
Public Safety.
