Pursuant to due cali and natice thereof, a meeting of the Public Works Commission of
Cottage Grove was duly held at the Public Works Garage, 8635 West Point Douglas
Road, Cottage Grove, Minnesota, on August 10, 1998, at 7:00 p.m.
CALL TO ORDER
Chair Wilmer Hoiz cailed the meeting to order at 7:00 p.m.
ROLL CALL

APPROVE MINUTES
Motion made by Dan Massarotti and seconded by Tim Mathison approving minutes of
the July 13, 1998 Public Works Commission meeting. Motion carried unanimously.
NEW BUSINESS
A. Technical Review
CASE CUP98-29 — Snyder's Drive-thru Window
Dan Massarotti expressed his concern of potential traffic problems regarding the
location of the new drive through window for Snyder's. Pianning Department is
currently reviewing request. Steve Ingram raised the issue of relocating fire hydrants in
the Cottage Square parking lot, however, Harry Taylor said they were private hydrants
owned by the shopping center. Dan Massarotti suggested the use of guardrails
around the hydrants, noting that he has seen that done in other parking lots.
CASE V98-31
Residents of 8291 River Road have appiied for variances from the floodpiain ordinance
and from the normal high-water structure setback requirements for a new home they
wish to build. The basement would remain at city standard. Main concern is with the

driveway portion flooding, however, if the driveway is raised, oak trees wili have to be
removed. Planning is reviewing case.
B. Water Main Break
Harry Taylor updated the Commission regarding the status of the 80'" Street water main
break which occurred on Saturday, August 1 at 12:30a.m.:
• Vailey Rich assisted in the excavation of 80�' Street
• A 10-foot length of verticaliy cracked pipe was replaced
• Water service was restored by 8:45 a.m. on Saturday, August 1
• A request was made during the August 5, 1998 City Cou�cil meeting to instali
1,000 feet of new water main using PVC pipe
Discussion ensued regarding the various types of materials used for water main pipe.
Steve Ingram was reluctant to endorse the use of PVC pipe, concerned that the City is
setting a precedent for contractors to use same. A major point of concern is how well
PVC pipe will stand up to coid and freezing weather.
Les Burshten noted that they had a very strong recommendation from aur engineering
firm. The use of PVC pipe was also recommended by American Testing due to the
possibility of stray current, which causes graphite corrosion.
Dan Massarotti requested clarification on the electrical currents, inquiring if these
currents are being formed by utilization or if they are coming from some form of a
sensing device that is introduced? It was explained that almost all electrical systems
are grounded through the water pipe. Massarotti added that you can also get electrical
current from dissimilar metals. This will cause electrical current, resulting in erosion.

80` Street Update
Les Burshten stated that based on reports from engineering, the target finish date is
August 28`". Tower Asphalt declined the offer of an extension of the project, however it
is the general consensus that work wiil not be completed as eariy as planned.
There was some discussion regarding the curb elevation in the Ideai/79` Street area.
Wilmer Holz asked if that issue had been resolved. In response, Les Burshten
expiained there is still some confusion on this issue, that elevations were lowered to
match the entire roadway, which did have some impact on the yards. Once graded, the
difference may be minimal.

Concern was expressed regarding the barricade at Hinton and 80` Street. Residents at
this time are not comfortable with wooden barricades. It is felt that cable is safer and
more durable. Staff will evaluate and meet with residents to reach a satisfactory
conclusion.
PUBLIC WORKS UPDATE
Les Burshten reported the foilowing:
• Site grading is in progress
• Bathroom floor work is being completed
• Tile wili be instailed as soon as the concrete floor is completely cured.
• October 24`" Open House pians are underway.

Tim Mathison mentioned that grass surrounding some city park trees appears dead,
rather than trimmed.
it was suggested that the area around the corner of �amar Park be mowed, trimmed
and generally cieaned up.
Wilmer Holz inquired whether Kimbro Avenue is scheduled to be shouldered and if
there are plans on filling in the interestion of Lamar and Kimbro where the blacktop is
breaking up. Staff wiil evaluate areas and repairs will be done as needed.
Tim Mathison noted there are no turn out passing la�es at the intersection of County
Road 19 and 90` Street. Les replied that we could make a request to the County
inquiring whether or not this can be done.
ENGINEER'S REPORT
The Weekly Project Status Review Meeting gives a good synopsis whaYs going on
most of the projects in town.
There was a question regard item 48-98-410 - Pine Forest 4`" Addition
"US Homes will ask for authorization for BRAA to prepare the plans and specifications
for the PRIVATE project at the August 5, 1998 council meeting".
Les expiained there has been discussion regarding an earlier request from Orrin
Thompson homes to advertise bids on their own, rather than through the City of
Cottage Grove.

Dan Massarotti questioned in what manner our engineering firm is paid? Les Burshten
replied that payment is not based on a number of hours, but is based on individual
projects. The more projects that are going on, the more man hours engineering would
be allowed to contribute. Cottage Grove pays them for their engineering support for
City projects. They are paid by outside firrns for development proj�cts.

Motion to adjourn was made by Steve Ingram, seconded by Tim Mathison. Motion
carried. Meeting was adjourned at 8:21 p.m.
