Kinsey , Re: TRANSFER OF BUDGET FUNDS TO COMP�ETE FIRE BOAT After reviewing with Chief Dally the uses for a boat within our Fire Seroice, I believe that the city's best interest will be served by its upgrade and placement into service. Chief Dally explained that the fire boat would be ready for service at aIl times when open water exists and that during the warm weather months, the boat would be docked in the Mississippi river and immediately available in the same time frame as a regular fire response unit would be. Some benefits of having a boat of this capacity available are: ♦ River side, grass fire fighting in areas which are not easily accessed by land ♦ Fire fighting for structur�s along the river ♦ Pumping capabilities directly from the river o Riverrescue ♦ EMS response and assistance for river medicals ♦ Assist in law enforcement investigations, ie. Recovery of bodies from the water ♦ Deployment of environmentai protection and recovery material in hazardous materials contamination DPS98-123 • Page 1 Chief Dally also indicated that based upon safety issues, an agreement with the St. Pauf Park Fire Department was reached that whenever either of their Fire Department boats were placed in service, the other city would also respond. The boat was donated by the Dakota County Sheriff's Department with paperwork stating the same. It has not been formally presented to Council and therefore is not listed as Capital property yet. There has been motor repair work done last year. The cost of repairs were approximately $5,000.00 and paid with 1997 flood reimbursement funds. It is my recommendation that we authorize the formai acceptance of the boat and make the necessary budget transfers to allow for the completion of upgrades as soon as possibie, so we will have the availability of this boat soon. Da�ltp DATE: September 9, 1998 SUBJECT: I2EQUEST FOR BUDGET TRANSFER The Department has had a water rescue team since 1993 when we acquired a 16-foot inflatable raft from the federal government. The inflatable was taken out of service in 1997due to its condition. Because the inflatable was not well suited for work on the river, the department rented a boat during the last two floods at a cost of about 1300.00 each year. In fall of 1997 the Fire Department received a donation of a boat from the Corps of Engineers through the Dakota County Sheriff. The boat is a 21-foot Aluminum MonArk workboat with an enclosed cabin. The Department has had the engine overhauled and we have just completed sandblasting in preparation for paint. The boat must be painted and a fire pump installed in order to put the boat in service. According to the manufacturer, the purchase price for a new boat of this type is about $60,000.00. The new boat wiil eliminate the need for any future boat rentai. The boat is an important part of our ability to provide service to the community. Uses incfude, river rescue & recovery, barge(boat fires, boom depioyment to contain river spills, and perhaps most importa�tly, to provide a water supply for structure and grass fires along the river where hydrants are not available. I am requesting that 7500.00 be transferred from the unused portion of the fire inspector saiary and clerical salary to 0800-4370 to be used to place the boat in an in service condition. i do not foresee the need for any additional expe�se for the boat beyond the requested 7500.00. Water rescue training and safety has been handied internally or through the Coast Guard or Sheriff water Patrol. Cc: Ryan Schroeder
