Schroeder, City Administrator From: Michelle Wolfe rYt/s� CC: Caron Stransky Kirstin Barsness Date: 09/22/98 Re: Appointment of Neil Belscamper as Secretary I BACKGROUND Kay Wilcox retired from her position as Secretary in November 1997. At the time Kay left, it was a very 6usy time for recruitment, so I was not initially able to begin recruitment. Then, Kirstin Barsness and I wanted to take a look at the position and re-evaluate our needs. Over the course of the next several months, we continued to experience changes in staffing, including the resignation of Karen Matthees. At that time, we decided that we would reorganize the duties of the two secretaries in Administration. We will now have a Secretary I and a Management Analyst. The posiiion of Secretary I was posted internally, but we did not r�ceive any applications. After advertising externally, we received many applications. We tested nine applicants on August 26, 1998. We selected five candidates from the testi�g process to proceed to interoiews. Interviews were held on September 17, 1998. DISCUSSION Neil Belscamper came to the City, via Jean Thorne Temporary Services, in July 1997. He originally was assigned to Administration, where he performed some of the Administrative Secretary duties after the resignation of Cathy lago. When we filled that position, Neil moved to Community Development to fill in for Karen Matthees. He remained in Gommunity Devefopment until December, when he moved to Kay's position as Secretary for Personnel and Economic Development. \\CG FS'I�.SYS\GROUPSU'ER ECOMMA�MHIRING\Seci ED&PersWppdntNeii.doc Neil has done an excellent job since he started with the City. As described above, he has worked in different departments, always adjusting to the new workload. He is e�cient and courteous to both the public and employees. He has shawn great initiative in taking on new projects, and finding new and better ways to do things. His work is accurate and thorough. I have received many positive comments about Neil from employees in all City departments. He had the highest score on the employment testing. RECOMMENDATION Caron Stransky, Kirstin Barsness, and I concur in our recommendation that Neil Belscamper be appointed to the position of Secretary I for Administration. His position is in pay grade XV of the pay plan for non-represented employees. He will serve a one-year probationary period, as described in the Personnel Policy.
