Wolfe, Assistant City Administrator 1 , CC: Dean Muiso Diane Evans Recruitment File Date: 10/02l98 Re: Appointment of Terri Jo Gulner as 5ecretary I, Ice Arena/Recreation : -• When Donna Winkler decided to transfer back to the Building Division, this created a vacancy for the Arena/Recreation position. We posted internally for the position, but there were no applicants. Because we already had an external process in progress for Secretary i, Administration, we were able to use the same pool of candidates for this position. DISCUSSION Five candidates were interviewed on September 17. These candidates were selected after application screening and testing. Neil Belscamper vas selected as top candidate for the Administration position. There were two finalists selected to return for second interviews for the Arena/Recreation position. Second interviews were held on September 26. Diane Evans, Jason West, and I interviewed the candidates. Then, they spent approximately 15 minutes in #he Recreation office, and were shown some of the duties and activities of the position and the department. Then, they went to the Ice Arena and spent some time with Dean Mulso. They toured the Arena and were shown examples of the type of work they would do. The consensus after these activities were concluded was to pursue Terri Jo Gulner as top candidate for the position. Ms. Gulner is a resident of Cottage Grove and a graduate of Park Senior High School. She aiso attended inver Hills Community College for Business Management/Office Support Studies. She worked for West Publishing Company, National Sportswear Concepts, Mall Merchants of America, United Microlabs Inc, F:\GROUPS\PER_ECON\MAIMHiRING\Sed ice & RecWppointment.doc and Ecolab. Her positions included Credit AnalystJCoilection Representative, Office Manager, Customer Service, and Administrative Assistant. She has experience with multiple software packages, including graphics and desktop publishing. In conducting reference checks, I spoke with two of Ms. Gulner's former supervisor's. She was highly recommended by both. Comments included that she did a very good job, has a strong skill set, good attendace, and has good public contact skills. RECOMMENDATION Based on the application, test results, interviews, and references, staff recommends the appointment of Terri Jo Gulner as Secretary I. Ms. Gulner will serve a one-year probationary period. This position is covered by the Clerical Bargaining Unit Agreement. MAW F:\GROUPS\PER_ECON\MAVJHIRING\Secl ice & RecAppointment.doc
