RE: Changes to Median Landscaping on 80th Street and
East Point Douglas Road
The Council may recall that as part of the excess TIF budget, approximately $80,000
was allocated for enhancements to the 80th Street roadway improvement. The
enhancements wouid be in the area of East Point Douglas Road and 80th Street and
were generaily focused on the center median in that area. These enhancements were
not inGuded in the 80th Street project due to the timing of the plans and specs and bid
letting. This memorandum would represent authorization to have a change order to add
the enhancements to the current 80th Street contract.
Due to the roadway improvements in the vicinity of the center median, a smali amount
of work was contemplated by the 80th Street project. This included removal of some
concrete and replacing a portion of the removed concrete. The removal is precipitated
by the construction of the right turn lane for the Dairy Queen.
After review of the median, staff noted that the remaining concrete was quite discolored
as compared to other remaining concrete and certainly the new concrete. It was felt that
the entire median should be removed and replaced in a similar kind, exposed aggre-
gate, to the newiy constructed medians eisewhere in ihe projecf. Additionai removai
was also necessary because a large planting bed wiil be installed. The plantings, similar
in design and type to those that will be installed on 80th, will be encompassed in an
area 250 feet in length. For comparison purposes, many of the other planting areas on
80th Street are 100 to 150 feet in length. A colored concrete curb will encircle the
planting area. This edge wiil serve to direct some run-off, snow, and salt, away from the
pianting area and will keep wood chips in. A siight increase in the size of the pianting
area from that previousiy envisioned will increase the cost of planting irrigation. The
initiai cost to bring water to the median was included in the 80th Street project.
Staff will also be exploring installation of a"Welcome to Cottage Grove" sign to be
placec within the median. The sign wouid be instailed in the landscape area and
therefore a decision regarding this enhancement is not necessary until next spring.
