Rec School District Referendum
At the Council meeting of September 16, 1998 South Washington County
Schooi District Superintendent Dan Hoke presented a request that the
Gottage Grave City Councii provide a resotution of support for their upcoming
excess levy referendum. Councii directed that i place this item on your
agenda for consideration October T.
The Schooi District made a same or similar request for your Council meeting of May 15 1996. The
resolution adopted by the Council at that time is attached for your review.
The Woodbury City Council received the same request for support from the School District, as have
you. My understanding from Woodbury Administrator Barry Johnson is that Woodbury adopted a
resolution of support as they had in 1996.
It is my belief that the majority of the City Council is desirous of providing for the requested support. It is
also my belief that the entire Council is in support of qualiry local education but that some members
may not be completely comfortabie stating how the voting pubiic should register their vote. I believe the
enciosed resolution addresses both positions. Therefore, I am recommending your support of the
enclosed resolution 98 — XX as presented.

RESOLUTION RELATING TO SCHOOL DISTRICT 833
EXCESS LEW REFERENDUM
WHEREAS, on November 3, 1998 South Washington County School District
►do. 833 will be holding an exces� levy referendum, and;
WHEREAS, Cottage Grove is part of the larger community of the South
Washington County School District, and;
WHEREAS, a strong school district is one of the facets vital to maintain a
strong community, and;
WHEREAS, the South Washington County School district currently ranks last
in funding among metropolitan area school districts, and;
WHEREAS, lack of funding has led to larger class size and fewer opportunities
for area children than would otherwise be the case, and;
WHEREAS, it has been represented by School District 833 that approvai of the
November 3, 1998 school operating referendum will reduce class size and
provide other improvements that will make our schools competitive with
neighboring schooi districts, and;
WHEREAS, it has been represented by School District 833 that this referendum
will benefit all areas of the school district equally, and;
WHEREAS, area chiidren will benefit by additional community investment into
the schools as we all face the chalienges of the 21 Century.

OF COTTAGE GROVE that each and every eligible voter of South Washington
County School District No. 833 is asked to examine all the issues surrounding
the bond referendum and cast your vote;
BE IT FURTHER RESOLVED that the City Council of the City of Cottage Grove
supports additional funding to School District 833 as is provided by approval
of the requested excess levy.

RESOLUTION NO. 96-83
RESOLUTION RELATING TO SCHOOL DISTRICT 833
EXCESS LEVY REFERENDUM
WHEREAS, on May 20 to June 4, 1996, South Washington County
School District No. 833 will be holding a mail ballot excess levy
referendum, and;
WHEREAS, the referendum taking place between May 20 and June
4, 1996, requires that all ballots be received by the School
District no later than June 4 at 8:00 p.m., and;
WHEREAS, the South Washington County public schools have the
lowest per pupil unit revenue of all metropolitan school
districts, and;
WHEREAS, the referendum will call for an increase in general
education revenue by $295.00 per actual pupil unit. The
additional revenue would be used to finance school operations.
WHEREAS, if the referendum were approved by the voters, the
School District projects that class size averages would drop, five
years of program reductions will cease, students will get the
attention they deserve, secondary elective choices will increase,
and extra curricular programs would be preserved;
WHEREAS, the Cottage Grove City Council recognizes that good
communities need good schools.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the
City of Cottage Grove that each and every eligible voter of South
Washington County School District No. 833 is asked to examine all
the issues surrounding the bond referendum and cast your vote.
