Ryan Schroeder, City Administrator FROM: Kim Lindquist, Community Development Director DATE: September 29, 1998 RE: Comprehensive Plan Deadiine Extension Background As the Councii is aware, tne Planning Commission and staff have been working on the update to the Comprehensive Plan since January, 1998. Prior to the Commission workshops, the CIIYVISION 21 Task Force met for over a year. The Task Force process fulfills the larger, public process for the comprehensive plan update. In July, a letter was sent to the Met Council outlining a variety of issues uncovered during the comp plan work. Many of these issues are of regional significance and will have a great impact on the City's new comprehensive plan. Be- cause a variety of these issues are still to be resolved, staff wiil be formally requesting an extension from the December, 1998, due date for the updated comprehensive plan. To apply for an extension, the Council must pass the attached resolution. Additionally, staff must present a rough timetable of work to be compieted and the estimated timeframe for completion. Frankly, there are several issues which should be included in the comp plan which may further impact completion of the city's comprehensive plan. These include the disposition of Grey Cloud Island, the future alignment of the sanitary sewer interceptor, and the outcome of the fiscai impact analysis. From staffs' perspective, all three of these issues would impact potential land use designations and may impact future transportation systems, parks and open space systems, and the provision of utilities. The comp plan process requires that the City submit a draft pian to adjacent governmental agencies six months prior to submittai to the Met Council. This timeline requires the City to have a final draft for distribution six months prior to the formai submittal, final submittal being the plan deadline. Initially, staff had hoped to have a suitable distribution draft by early 1999. However, the timeline for receiving the results from the fiscai impact analysis is early summer 1999 and the timeframe for deciding the interceptor alignment is early 1999. Even if both items are on schedule, this pushes back the compietion of the draft plan. Given these timeframes, staff is now anticipating completion of the distribution draft by mid-year 1999 so that formal submission to the Met Council could occur in late 1999. However, the timeline for completion is somewhat dependent upon the timeframes of on-going studies being conducted by agencies in which the City has no control. Recommendation Approve the attached resolution. RESOLUTION 98-XXX RESO�UTION REQUESTING EXTENSION OF THE DECEMBER 31, 1998, DUE DATE FOR REVIEW OF THE CITY OF COTTAGE GROVE COMPREHENSIVE PLAN FOR CONSISTENCY WITH AMENDED METROPOLITAN COUNCIL POLICY PLANS WHEREAS, state statutes (Minn. Stat. §473.175-473.871 (1996) requires that cities (townships) review and revise their comprehensive plans for consistency with Metropolitan Council policy plans; and WHEREAS, the Metropolitan Council has amended its policy plans; and has provided system statements outlining Council policy relative to the city; and WHEREAS, the City of Cottage Grove is required to review its comprehensive pian for consistency with the amended policy plans and to prepare a revised comprehensive pian for submission to the Metropolitan Councii by December 31, 1998; and WHEREAS, the City of Cottage Grove has been working for over a year on the City's comprehensive plan update and has found a variety of issue§ of regiona! significance yet to be resolved; and WHEREAS, the City of Cottage Grove is now anticipating completion of its comp plan update by December 31, 1998; NOW, THEREFORE, BE IT RESOLVED, that the City of Cottage Grove requests that the Metropolitan Councii grant the City of Cottage Grove a one-year extension to the deadline to complete its comprehensive plan; circulate the revised document to the adjacent governmental units and affected school districts for review and comment; and, following approval by the Pianning Commission and after consideration by the City Council, submit the plan to the Metropolitan Counci! for review.
