Woife, Assistant City Administrator M-�� 10/02/98 Council Workshop: Recruitment Process for Public Safety Director Attached is an outline of the process we have outlined thus far. Status We received a total 18 applications. Four have been determined to not meet the minimum requirements. A follow-up questionnaire, which included essay questions, was mailed to candidates who meet the minimum qualifications. The responses to the questionnaires are due back Friday, October 2. The consultant, PDI, and I will be reviewing and scoring the responses during the week of October 5— 9. From this group, we will select finalists for the interview and testing process. Interviews and Tests We need to select a day for the interviews and tests. The foilowing dates are suggested, as available to staff and the consultant: Monday, October 19 Tuesday, October 20 Thursday, October 22 Friday, October 23 Monday October 26 Tuesday, October 27 Friday, October 30 Monday, November 2 Thursday, November 5 Friday November 6 Wednesday, November 11 Friday, November 13 (Veteran's Day) The City Council needs to assist with selection of a date, since the Mayor and City Councii members will be invited to participate in a reception with the candidates on the evening after the interviews and testing. \\CG_FSt\SYS\GROUPS\PER_ECON\MAIMHIRINGIPublic Safety Directorlworkshop.doc We can also schedule the date for the final interviews at this time. The plan is that the top two or three candidates after interviews and testing will be brought back for final interviews. The finai interview panel would consist of City Administrator Schroeder, two City Council members, and me. Staff is looking for City Council input as to who should be on the "Community" interview panei. Below is a list of names which have been suggested thus far for inclusion on the panei. I recommend that the panel consist of four to six people. If ineet minimums, send additional information gathering questionnaire, inciuding written essay questions, rate on 100-point scal2, apply Veteran's preference points. (MAW & PDI) PDI $950 to develop; additional $500 to evaluate. Jointly scored by MAW & PDI) III. Narrow to top 5-8. They proceed to a day of interviews and testing, consisting of those listed below. We would develop scoring and weighting for each item. ♦ Community panel $ 1,050 ♦ Staff panel $ 1,050 ♦ Simulation (PDI) $ 350, + $150/cand scoring ♦ Reception with feedback In-house ♦ PersonalitylAptitude Test (PDI) $ 300 per candidate IV. Narrow to top two or three (2-3). They proceed to final process, which wouid include the following: ♦ Interview with City Administrator, Assistant Administrator, and two Council members Possibly, at this time, we would also proceed with background investigations on the top 2-3. (The City of Maplewood wiil perform the background investigations. PDI could be asked to do a press search.) The other option is to wait until a top candidate is selected before conducting the background investigation. V. Once a top candidate is selected by the City Administrator, recommended to City Councii, and approved, a contingent job offer would be made. At that time, the candidate would proceed to a psychological examination, a physical examination, and a drug screen. I . � �- To: Honorabie Mayor and City Council From: Michelle Wolfe�.�,� Date: 10/06/98 Re: Gouncil Workshop: Update on Possible Dates for Public Safety Director Interviews Since the writing of my October 2, 1998 memorandum, I have been informed of some conflicts on some of the dates I had provided to you. In addition, it has been over a week since I checked dates with the consultant, so i will check with him one more time just before the Council meeting. Following is a revised list of possible dates for interviews: Monday, October 19 Tuesday, October 20 Thursday, October 22 Friday, October 30 Monday, November 2 Thursday, November 5 Friday, November 6 Wednesday, November 11 Friday, November 13 The candidate responses were due to the consultant on Friday, October 2. I still anticipate trying to finish scoring them by the end of this week. As a reminder, the first date we select will be for ful{ day of interviewing and testing 5-8 candidates. This includes an eariy evening reception, involving City Council. The second date we select will be for final interviews, with the City Administrator, two City Council members, and me. These second interviews shouid be scheduled about two weeks after the first round. There are probably additional possible dates for these interviews, since we do not have to worry about the consultanYs availability. I recommend bringing calendars so we can select a date.
