Schroeder CC: �arry Bodahl, City of Newport Date: 09/30/98 Re: Wakota BridgetTH 61 The City of Cottage Grove for a number of years has been working on improvements to the Wakota Bridge and TH 61. Most recently, the City has been an active participant on the Wakota Bridge Coalition. It also has provided funding support for the Coalition efforts. At this point in time, it seems the project still retains a fa112001 bid date with construction commencing in 2002. On September 4, 1996, the Cottage Grove City Councii adopted a resolution, enclosed, in support of two interchanges within the City of Newport. Since that time Cottage Grove has allowed for citizens in Newport and St. Paui Park to become comfortable with the project rather than take additional "official" positions. We are beginning to hear concerns that the project is nearing a point in time within which decisions should be made to assure project schedule as noted above. Hence, I have piaced this discussion item on your agenda for review. Enclosed is a draft resolution, adoption of which would suggest to MNDOT and local decision-makers that consensus needs to occur in a timely fashion. I am asking for your input relative to the statements in this resolution. In a discussion w'ith Newport Administrator Larry Bodahi he envisioned that Newport would be prepared to have a joint three-City resolution prepared in time for our November 18 Council meeting. �arry requested that the Cottage Grove Council not take any formal action such as adoption of the enclosed resolution until that time. Council Action: Provide direction to staff regarding any future actions on the TH61 project. • Page 1 SOLUTION (DRAFT) A RESOLUTION IN SUPPORT QF FURTHERANCE OF THE WAKOTA BRIDGE/TRUNK HIGWAY 61 IMPROVEMENT PROJECT WHEREAS, The Cities of Newport, St. Paul Park and Cottage Grove adopted a joint resolution between 18 July, 1996 and 4 September,1996 in support of finro freeway interchanges in the City of Newport and in support of a bridge over the raiiroad spur leading to Ashland Petroleum in St. Paul Park; and WHEREAS, The City of Newport adopted a resolution on 16 January 1997 requesting State of Minnesota assistance on economic recovery initiatives as a facet of the Trunk Highway 61 reconstruction and localized impacts therefrom; and WHEREAS, the City of Cottage Grove wishes to ensure that the WAKOTA Bridge! T.H. 61 project is let and constructed on schedule due to the negative economic impacts to the southeastern metropolitan area that will result if the project is de(ayed; and WHEREAS, the City of Cottage Grove understands that a fiscal impact study has been initiated to identify positive and negative localized economic impacts as a result of the construction activity associated with the T.H. 61 improvement within the confines of the City of Newport; and WHEREAS, the City of Cottage Grove supports the concept of ensuring that improvements with regional and statewide impacts do not result in uncompensated local negative impacts; and WFlEREAS, the City of Co�tage Groye sanderstancJs that T.H. 69overpass construction of locai transportation ways within the City of Newport can be accommodated by the City of Newport and by the Minnesota Department of Transportation such that either a two overpass system or a ane overpass system is workable. NOW, THEREFORE, BE IT RESOLVED BY THE CIT'Y COUNCIL AF THE CITY OF COTTAGE GROVE THAT: 1. The Minnesota Department of Transportation is urged to proceed with all due speed and diligence to accomplish the WAKOTA BridgeR.H. 61 improvement under the current bid-letting schedule. 2. The City of Newport and MNDOT be urged to agree in a timely manner on either a one- or two-overpass system within the City of Newport. 3. The MNDOT should provide for concept agreement to provide for mitigation of localized negative economic impacts resulting from tfie T.H. 61 construction activities. RESOLUTION 96-26 A JOINT COMMUNITY RESOLUTION TO OPPOSE THE CLOSING OF T.H. #61 SOUTHBOUND EXIT TO 70th STREET IN ST. PAUL PARK AND SUPPORT TWO FREEWAY INTEftCHANGES IN THE CITY OF NEWPORT WHEREAS, The City of Newport, the City of St. Paul Park and the City of Cottage Grove have expressed concern regarding the potential closing of T.H. #61 southbound exit to 70th Street into St. Paul Park; and WHEREAS, The City of Newport, the City of St. Paul Park, and the City of Cottage Grove are the political jurisdictions that will be impacted by the proposed closing. NOW, THEREFORE BE IT RESOLVED, That the City Council of Newport, the City Council of St. Paul Park, and the City Council of Cottage Grove, on behalf of their citizens and business community, oppose the closure of T.H#61 southbound exit to 70th Street in St. Paul Park and find the proposed closure will affect the communities as follows: • Southbound T.H. #61 commuter traffic wili increase at the SOth - Street exit in the City of Cottage Grove, thereby causirzg more congestion. • Susiness in St. Paul Park will face sever economic hardship because of the elimination of reasonable access froui southbound T.H. #61 traffic exiting at 70th Street. • The closing of T.H. #61 southbound exit to 70th Street removes St. Paul Park's oniy exit and will require St. Paul Park traffic to travel through Newport or Cottage Grove. • The City of Cottage Grove residential streets wiIl be negatively impacted by this proposed closure.
