Pursuant to due call and notice thereof, a meeting of the Public Works Commission of
Cottage Grove was duly heid at the Pubiic Works Garage, 8635 West Point Douglas
Road, Cottage Grove, Minnesota, on September 14, 1998, at 7:00 p.m.
CALL TO ORDER
Chair Wilmer Holz called the meeting to order at 7:00 p.m.

APPROVE MINUTES
Corrections to August 10, 1998 Minutes,
Water Main Break

Motion made by Dan Massarotti and seconded by Tim Mathison approving minutes of
the August 10, 1998 Public Works Commission meeting. Motion carried unanimously.
NEW BUSINESS
A. Technical Review
6.1 — CASE CUP98-28
Roger's Auto Parts wishes to expand their facility at 110�' and Ideal. Engineering will
check into the storm area water hookups. Planning is concerned because the Iong-
range plan is for residential oniy, however, there are other businesses in the general
area.
6.3 — CASE MP98-36
CAMAS, Minnesota, has appiied for their annual mining permit. There are no changes
and the permit is expected to be approved. No expansion is planned; however, the
compeny will look into tree preservation.

6.2 — CASE RS98-35 (Hugh Gibson Property on E. Pt. Douglas near qet hospital).
Hugh Gibson is filing for a rural subdivision application so the property can be split. The
north portion is a conservancy and is planned to be added to the historicai register.
It is desired that the conservancy area be given to a private organization in the future.
6.5 — CASE CUP98-37
Stanley Waidelich Jr. on 113`" Street S. is applying for a conditionai use permit to
construct an oversize garage. At this point it appears the request wil� be approved.
6.6 — CASE V98-38
Mark Lamberty has applied to construct a secandary garage five feet from the property
line. Since the lot is not conducive to this, Planning is recommending a denial at this
time due to erosion concerns.
B. South Washinqton Watershed District Rule Adoption
AI Larson reported that this document was added to the packet to cover the questions
most people ask.
OLD BUSINESS
SO Street Update
Ron Eriksen reported that curbs and medians are being poured, however, the
streetlights have not been delivered. The final lift of asphalt wili not be done this fall,
but wiil be completed in spring. The Commission discussed the following:
• The finai lift is one inch, so the blacktop will be one inch below the curb and
consequently, the storm grates. For the duration of winter, you may have an inch of
water standing on the road.
. Compaction may have not been do�e correctly before the first two coats of asphalt
were applied, resulting in a number of soft spots. If the last Bift is put on, the asphalt
may not last through the warranty.
• Will there be enough money in the budget to cover the continued sanding and
salting of 80"' Street for the standing water? Who wilB pay for curbing should it
break? Damage from snowplowing is also a consideration.

• There was some confusion on whether the project was to be completed entirely on
August 28�' or if the target date will be in November. Ron Erikse� understood only
the portion around the schooi was to be completed by August.
There was a lengthy discussion on whether the final lift shouid have been applied this
fall or if waiting until spring is a good decision. In conclusion, the following motion was
made:
Bob Eddy made a motion recommending the final lift be completed in spring of
1999, seconded by Steve Ingram. Motion was unanimously carried.
The rignt turn lane near the Super 8 Motel and Dairy Queen is a matter of concern
since it will end, then bump out before the right turn lane for East Point Douglas. it
was concluded that this is a less than perfect design. Potential problems may be
minimized with proper signage.
Dan Massarotti inquired on the status of the protective barriers that are to be installed
at 80` and Hinton. Les Burshten wiil update members on this issue at the October
meeting.
PUBLIC WORKS UPDATE:
• Concrete curb is in place. Concrete sidewalk wili be poured this week. The front
parking lot will be blacktopped first and then the courtyard. Work will be done by
Tower Asphalt.
• Tiling for the training room will be installed eariy next week.
• Ron Ericksen reported on the October 24 Public Works Open House plans which
include:
Aerial bucket lift rides
A hayride
Giveaways, inciuding a drawing for a personalized street name sign.
Hot dogs, pop and chips will be sold
Greg Reibel will be here wifh DARE information
Other boofhs include: Washington County Hazardous Waste, Washington
County Master Gardener, Cottage Grove Athletic Association
Tours of facifity
The Public Works Commission wiii receive further information via maii regarding
volunteering for the Open House.

RESPQNSE TO PREVIOUSLY RAISED COMMISSION COMMENTS AND
REQUESTS
Tim Mathiso� inquired about the big stone on Lamar Avenue. Ron reported that is it
on the right of way and right in line with power poles. The resident has not yet been
contacted regarding moving the stone.
It was asked why the area on 70` Street, near the ballfields, is now being mowed. The
entire park is mowed, with the exception of this area. It is thought that this may be a
county road right of way.
Dan Massarotti inquired if there is a standardized size requirement of what can be used
for campaign signs, to which it was replied that the maximum dimensions are 4' x 8'.

Robert Eddy made a motion to adjourn, seconded by Dan Massarotti. Motion passed
unanimously. Meeting was adjourned at 7:51 p.m.
