Wolfe, Assistant City Administrator 10/16/98 n� t"' Re: Appointment of Bob LaBrosse as Chief Building O�cial BACKGROUND The City of Cottage Grove has had a vacancy in the position of Chief Building Official (CBO) since the death of Jim Beane in December. In July, Richard Lockrem was appointed to the position, but resigned after a week in the position. At the time of Mr. Lockrem's resignation, 1999 budget preparation was in progress. Staff recommended that the budget include funding for one CBO and one Buiiding Inspector. This represents a reduction in staffing level from 1998 (one CBO, three building inspectors.) With two Building Inspectors on staff, who had both appiied for the position of CBO, staff determined that an internal promotion to CBO would be recommended. Both of the current Building Inspectors, Nick Schmitz and Bob LaBrosse, have served as Interim CBO during the last year. DISCUSSION On October 6, 1998, Community Development Director Kim Lindquist and City Administrator Ryan Schroeder interviewed the internal candidates. The information from the originai panel interviews last summer and the second round of interviews on October 6 was considered in making the recommendation. Staff recommends the appointment of Bob LaBrosse as Chief Building Official. Mr. LaBrosse worked as a Carpenter for approximately eight years. Previous to his carpenter experience, Mr. LaBrosse worked as a Field Service Director for ABC Seamless Steel Siding, where his responsibilities included directing and supervising crews. Bob has been with the City of Cottage Grove since 1993, when he started as a Housing Maintenance Code Intern. in December, 1993, Mr. LaBrosse was appointed to a ful!-time position as Building/Structural Maintenance Code Inspector. He hoids a Certified Building Official Certificate. In August, 1997, Bob received his Level 2 Certified Building Official accreditation. This certification is the highest level that can be achieved from the State for building inspectors. ; •uu.�� •► Based on his experience, performance for the City, and results of the multi-step recruitment process, staff recommends the appointment of Bob �aBrosse as Chief Building Official. He will serve a one-year probationary period in this new position. The position is covered by the City Personnel Policy and the Pay Plan for Non-Represented employees.
