Approve Minutes. Motion by Shinn, second by Schmidt to approve the minutes of the meeting of June 24 1998. Motion carried 5-0. 2. Review Crime Free Lease Addendum. Chair Horner reviewed the update to the Minnesota Law, statute 501.215, which prohibits a landiord from penalizing a tenant for cailing 911. This updated law went into effect July 1, 1997. Chair Horner reviewed the Commission background of the lease addendum, which is currently in use within the City. The lease addendum was developed by the Cottage Grove Crime Free Multi-Family Housing Coalition, and it contains provisions that may cause the resident to be in violation of their lease if the resident, member of residenYs household, or residenYs guest, participates in listed activity. The listed activity includes "Bias Activity", "Criminaf Activity", Disturbing or Disorderly Conduct", or "Drug-Related Criminal Activity°. Bruce Schmidt stated that the prohibited activity did not appear to relate to 911 calls. Grace Krumm is concerned about the language in section (c ), which includes a description of different types of disorderly conduct. She is concerned that the types of conduct listed couid be construed to be domestic abuse type situations, which may prohibit the abused person from seeking help if they are afraid of being evicted because of the actions of the abuser. Carla Homer reiterated the danger of domestic abuse situations. Jim Shinn made a motion, seconded by Grace Krumm, to direct Elizabeth Johnson to submit the Commission's concerns to Acting Police Chief Jim Kinsey for him to review and determine whether the City is potentially in non-compliance with the new state statute. 3. Review information conceming appointment of new members. The Commission received the information prepared by Elizabeth Johnson, in her memo to Counci� requesting approval to appoint two new members. 4. Receive information concerning the agreement of the Red Rock Coordinating Committee. The Commission discussed the agreement. Jim Shinn expressed an interest in attending future Coordinating Committee meetings. 5. Commission comments and requests Kathy Hayes noted that the Woodwinds Nealth Campus in Woodbury wili be holding an "Experience Health Day" on October 24 Elizabeth Johnson stated that she would fonvard the information to Michelle Wolfe, Personnel Director for discussion at the Weliness Committee and for a potential topic at the all city meeting to be held sometime in early October. Hayes stated that she would forward the information to Johnson. Elizabeth Johnson was also asked to determine whether the City could provide Absentee Ballots at the Senior Genter. Chair Horner brought up the issue of the number of ineetings missed by Josie Beeson. Johnson responded that this was the third meeting missed. It was noted that a member tecnnically resigns their position if three consecutive meetings were missed. Johnson was directed to draft a letter to Josie Beeson inquiring as to what her intentions are concerning the Human Services Commission.
