Date: September 3, 1998 Re: MISSISSIPPI DUNES — LIQUOR LICENSE VIO�ATION On or about July 30�', 1998, the Cottage Grove Police Department received an anonymous report that on July 27, 1998, a private golf toumament was held at the Mississippi Dunes Golf Course and that during the course of the event, certain inappropriate behavior took piace on the golf course property. That behavior being tne presence of female(s) who had removed their clothing thereby exposing their naked bodies. On August 3, 1998 an investigation was commenced and the following facts were determined. 1. Mississippi Dunes had rented their goif course to Minneapolis Night Club Sheiks management for a private golf toumament, which was held on July 27, 1998. 2. Most patrons were bused to the toumament by buses provided by Sheiks 3. Females employed by Sheiks were bused to the tournament along with the patrons 4. The females employed by Sheiks arrived fully clothed and changed into bikinis 5. Each foursome was provided with one of the bikini clad females to act as their caddy DPS98-919 • Page 1 6. Female employees of Sheiks drove beer carts providing refreshment to the patrons 7. Security was posted at the golf course entrance with orders to admit only persons whose name was listed on the tournament list and were given a wrist band for identification. 8. Red flags were placed on specific golf holes which were in close proximity to pubiic roadways or other public areas. 9. The red flags were designated as areas where no inappropriate behavior was to take piace. 10. Four food and bar stations were set up in specific locations on the golf course. 11. A Mississippi Dunes employee observed at one of the red flag holes, female employees of Sheiks with their bikini tops removed and reminded these females that at the red flag holes, they were to remain clothed. 12. All fees for the food, green fees and beverages were paid in advance. 13. Mississippi Dunes had no employees under 18 years of age working on the day of the tournament. On August 5, 1998, investigators from the Cottage Grove Police Department went to the Mississippi Dunes Golf Course and spoke with their employee Ms. Diane Dehtiar, interviewed her and requested that general manager Greg Dobler contact them. On August 5, 1998, Mr. Dobler did contact our Investigative Division. He was asked to have several employees call our investigators. No contact was made by any of these employees. On August 18, 1998, Investigator McCarthy advised me that he had not been successful in getting Mr. Dobler to have his employees call back. At that time, I contacted Mr. Greg Dobler and expressed my concerns about his lack of cooperation. Mr. Dobler at that time, stated he would provide fuli cooperation and shortly thereafter, empioyees started to make contact with investigations. No further information regarding unclothed females was substantiated. However, based upon the previously stated findings of fact, there was violations of Ordinance Chapter 3, Section 25, paragraph P"No licensee or licensed premise shall permit any entertainment, dancing, exposition shows or movies involving any lewdness, lascivious behavior or public indecency." And Ordina�ce Chapter 3, Section 25, paragraph V"Every licensee shall notify the Department of Public Safety fourteen (14) days before any live entertainment will appear on the licensed premises, where any person performing the live entertainment will remove clothing, exposing any portion of the performer. The licensee shall notify the Department of the following e Page 2 information with respect to such performance: the date of the pertormed and the name of the group or individuals providing the performance." It is my request that the City Council direct a letter of warning be sent to the liquor license holder for the Mississippi Dunes Golf Course advising of the violations which took place on July 27, 1998. cc: Liquor license file s Page 3
