In addition, a welcome brochure and public input signup sheets are placed on every audience chair in the Council Chambers. Before the start of each meeting, the Mayor asks persons in the audience to read the Brochure. He also instructs persons interested in providing testimony regarding an item on the agenda to fill out a Public Input Signup Sheet and return the form to any staff member before the meeting. Requiring persons to fill out a signup sheet in order to speak, gives the Mayor an idea as to who and the number of persons inferested in speaking on each item ahead of time. A time limit could be established, especially for controversial items. It also provides the name and address of each person for the official minutes. I would like to hear from each of you individually for your thoughts on designing a Welcome Brochure for City Council meetings and to implement public input procedure.
