Minutes of the Meeting of September 23, 1998
Members Present: Jim Shinn, Wally Todd, Bruce Schmidt, Grace Krumm, Carla

Meeting cailed to order by Chair Horner at 7:05 p.m.
1. Approve Minutes
Motion by Bruce Schmidt, second by Jim Shinn to approve the minutes of the
meeting of August 26, 1998. Motion carried 6-0
2. Crime Free Lease
Chair Horner gave a brief background of the issue.
Acting Captain John Mickelson explained that the 911 law was geared toward
landlords and gave a background of the law, which originated from the City of
Minneapolis' experiences. Briefly, it states that if the landlord does not "fix"
the problem, then the City wouid take ownership of the property. The current
law does not allow for tenants to be evicted if it is they who are cailing 911 for
legitimate reasons.
Bruce Schmidt asked if tenants could sue the City. Acting Cpt Mickelson
responded that they could and gave a description of the services offered
through Legal Aid and the St Paul Tenants Association. Acting CpY Mickelson
stressed that the City of Cottage Grove Police Department does not have the
same probiems that the City of Minneapolis has and that they do not have an
adversarial relationship with (andlords. The CGPD has an arrangement
whereby landlords can cail the Department to obtain information on the
number and types of calis originating from their units. A multi-family housing
unit must have a crime free lease addendum in order to compiy with the
Crime Free Multi Family Coalition.
Chair Horner asked how the city would get invoived in an eviction. Acting Cpt
Mickelson described the number of social services available and gave a
history of how problem peopie move about. The Police program encourages
landlords to communicate with each ather in order to curtail these problem
people from continually moving from unit to unit within the City. Another
problem that has been encountered by the Department is that the physicai
design of some buildings may encourage or camouflage crime or those whc
may perpetrate it. The program encourages landlords to correct these
problems. The main advantage of this program is that it keeps the property
crime free through environmental design and in compliance with building
codes. it also encourages information exchange concerning what is
happening at different sites with no charge to the landlord, provided that they
maintain the crime free lease agreement. The Police Department does not get
involved with evictions.
Wally Todd asked about the gra�ti evidenced at times throughout the City.
Acting Cpt Mickelson responded that those who were responsible for the
damage have been put in jail.
Grace Krumm asked if the graffiti was gang related. Acting Cpt Mickelson
responded that it more the case of "tagging" property.
Grace Krumm asked if work crews from the workhouse couid be used to
remove the damage. Acting Cpt Mickelson responded that there is a probiem
with transportation and supervision.
Grace Krumm asked how domestic abuse situations are handled by the
CGPD. Acting Cpt Mickelson responded that there is no "three times and
you're ouY' criteria. The Department, does, however have a zero tolerance for
drugs and weapons. The individual will be evicted if the Department finds any
drugs or weapons in conjunction with a domestic abuse call.
Chair Horner asked about the number of officers at the Parkside Apartments.
Acting Cpt Mickelson discussed the Weed and Seed grant, where half of the
grant proceeds goes to policing and the other haif goes to mentoring at the
Service Providers group.
After he had left, Johnson was directed to draft a letter of thanks to John
Mickeison.

Chair Horner discussed the status of Jackie Smith. Wally Todd, who is filiing
Jackie's piace during her absence, would like to continue on with the
Commission. Chair Horner wili contact Jackie Smith and ask her if she wouid
like to continue with the Commission. Kathy Hayes would then bs invited to
join if Jackie 5mith wanfs to resign.
Chair Horner called a vote on whether to offer a spot to Kathy Hayes. Motion
by Josie Beeson, second by Grace Krumm to approve Kathy Hayes to the
Human Services Commission for a two-year term. Motion carried 6-0.
Jim Shinn related an incident told to him in August via telephone by a person
who had an unpieasant experience with the Cottage Grove Police
Department.
Josie Beeson asked if the meetings couid be changed from every month to
every other month.
Wally Todd asked if there was some way to make the city more attractive to a
visitor.
Bruce Schmidt discussed the issue of handicapped parking at the Cottage
Grove mail where G Wili Liquors is established. He stated that there are six
spaces at the center and discussed what the requirement is for handicapped
parking. Johnson distributed a copy of the Federal Register dated 7/26/91 (vol
56, #144 pg 35611-35612 and 35679) which is the applicable law concerning
the number of handicapped parking required. Bruce Schmidt stated that he
had talked to the Iandiord and is concerned about the center as a whole.

Motion by Jim Shinn, second by Waily Todd to adjourn. Motion carried.
Meeting adjourned by 8:45 p.m.
