Chair Miller calied the meeting to order at 7:00 p.m. MEMBERS PRESENT: Randali Briese, Terry Miller, Jon Cheney MEMBERS ABSENT: OTHERS PRESENT: Frank Star, Don Schmitz, Craig Kostelecky, Diane Fredrickson Staff Representative, John Fredrickson Prospective Youth Member, Erin Gebhart Erin Gebhart was introduced to the Commission. APPROVAL OF MINUTES August 10, 1998 and September 13, 1998 meeting were approved as mailed. COUNCIL<ACTIO� None � -a- A. Skateboard Park Reguest — Letter from Jared Muennich Staff indicated that the City of Cottage Grove Parks and Recreation Department received a letter requesting consideration for construction of a skateboard park in Cottage Grove. The Commission acknowledgsd receipt of the letter and indicated that the City is looking at providing hard surface areas for skateboarding and in-line skating particufarly at Woodridge Park and possibly Hearthside Park in 1999. Staff indicated that a letter wouid be sent to Jared explaining what the City's plans are with regards to skateboarding and in-line skating. Chair Miller shared with the Commission that skateboarding programs were offered at the Community Covenant Church on 80`" and Jamaica in the parking lot for severai weeks but was then terminated. The Commission thanked Mr. Vogei for attending the meeting and providing information on the City's Historic Preservation programs. B. Presentation from St. Paul Growers Association — Jack Gerten 3 Mr. Gerten was in attendance at the meeting to share information about the St. Paul Growers Association with the Commission. The St. Paul Growers Association is a non-profit organization that deais with approximately 180 growers of dried, fresh flowers and vegetables. He indicated that they currentty have ten sites throughout the East Metro, including the cities of Maplewood and Woodbury. He indicated that they are governed by a board of directors that establish rules and have managers at ali of the sites while produce is being sold to resolve any potential conflicts between the growers and the customers. He indicated that typically between 4,000 to 5,000 peopie attend each of the sites weekiy to purchase these products. The association has their own insurance coverage and have an advertising budget to promote the sites. Criterion used in selection of sites are: preferably high traffic areas with minimum parking spaces of 100 or preferably up to 200 cars. Most of the sites begin sales the end of June and operate until early October. He indicated that the association is iooking at creating one additional site for 1999 and they were interested in locating it in Cottage Grove. He suggested that a meeting be set up with staff to tour potential sites in the community and make a recommendation to his board of directors, as weli as, to the Parks Commission and the City Council for the establishment of a market in Cottage Grove. He indicated that it would be nice to determine whether a site will be added in Cottage Grove by the first of the year. C. Formation of South Washinaton County Youth Committee The Commission reviewed a memorandum prepared by Diane Evans and Jason West providing information on the newly created cornmittee along with a Ifst of s4eering committee members. (Attachment A) In the mernorandum, it was noted the primary reasons for the formation of the committee is to better provide and educate youth and parents of activities in the South Washington County area. In addition, it allows youth and famiiies the opportunity for greater participation in youth services and to work together with all agencies serving youth to provide a forum to promote and coordinate youth services. It aiso referenced the fact that the committee is in the process of preparing and distribufing a youth resources guide that will provide general information, contacts and phone numbers of the various youth senrice organizations in the community. Bt was aiso noted that a youth fair is being looked into. The Commission suggested that consideration be given to contacting the Cottage Grove Athletic Association and local 4H groups to see if they would be interested in Parks Commission Minutes October 12, 1998 be looked into. Staff also shared with the Commission that discussio�s are taking place behveen the skateboarders and the South Communities' Counseling Services regarding construction of a skateboard park in their lot. B. Oakwood Park Disc Golf Grand Openinq, Sunday,,. October 11�' � Terry Milier shared with the Commission highlights of the event held Sunday, October 11"'. Persons in attendance received free Frisbees and participated in several competitions coordinated by Mr. Chuck Kennedy with the Minnesota Disc Goif Association and Dr. Doug Ertman, a locai expert in disc golf. A number of demonstrations were also provided for the participants. *UNFINISHED BUSINESS None i�IEW BUSINESS A. Presentation from Historic Preservation O�cer Robert Voqei Mr. Vogel provided a background summary of the formation of the Historic Preservation Commission and indicated that the Commission is now in the process of preparing a comprehensive long-range pian for historic preservation. He indicated that there are currentiy 275 historic sites identified in our City inventory. He indicated that over the next twenty years an effort needs to be made to enhance the existing historic sites within the community. Also, we need ta get more involved in the school curricufums and educating the public about these historic sites and the values rf therr� to our community. He then shared with the Commission information on six sites that are currentiy on City owned and managed properties. Those being the historic Town Hall, the Outdoor Municipal Pool the Atkinson Cemefery located next to McDona(d's, the Old People's Cemetery located on 70"' Street, River Oaks Scenic Overiook and the Camel's Hump property. All of these facilities, he felt, have potential to become sites for historic interpretation and enhancement. He had requested consideration by the Parks Commission to form a Parks/Pteservation joint programming initiative to begin identifying what types of enhancements should be made to th�se proper�ies and estabiish timeframes to accompiish those improvements. Mr. Vogei suggested that when the Commission establishes its 1999 Work Program, that a workshap be heid with representatives from the Historic Preservation Commission to begin dialogue on suggested improvements l �. � To: John Fredrickson From: Diane Evans, Recreation Supervisor Jason West, Recreation Program Coordinator Date: 10/O6/98 Re: South Washington County Youth Committee in September, a group of community ieaders began meeting to discuss youth programming needs in the Cottage Grove Area. Our group is calied The South Washington County Youth Committee and has deveioped the foilowing mission statement ❑ To better provide and educate youth and parents of activities in the South Washington County Area. ❑ To ailow youth and families the opportunity for greater participation in youth services. ❑ To worlc together with ali agencies serving youth to provide a forum to promote and coordinate youth SENIC2S. At this time, SWCYC has agreed to take on and develop two major projects that I will bnefly detaii in the paragrephs below. We will be developing and distributing a youth resource guide which will provide generai inforznation, co�tacts and phone numbers for a variety of youth services. At this Ume, we are anticipating that the guide would include the foliowing; recreationai activities, educationai ac4ivities, service oppoRunities, chureh youth groups, support and social services, yearly speciai eve�ts and job opportunities. We intend to apply for grant funding to cover the cost of printing and potentialiy some of the layout and design costs. In addi6on to the resource guide, the committee felt that it was necessary to coordinate and unite ail youth service providers several times a year at one location, hence a youth faic We ali feel strongry that a youth fair, "One Stop Shopping", for youth activities wouid dramaticaliy improve the community's knowledge and participation in events. At this time, we envision that agencies and organizations would be at one location providing interested community members information about their services. At this time, we are still in the very early stages of this project, but it is our intent to hold this event at the Cottage Grove Armory possibly in February and August of each year. Staff indicated that he would forward that message to Diane and to the committee for consideration. D. Fall Recreation Proaram Offerings � Staff shared with the Commission an overview of the many recreation programs being provided to youth and aduits this fali and early winter. These programs inciuded aduit and youth open basketball, volieyball, couples voileyball, teen night information, after school programming opportunities, information about the Parkside Apartment program and Winter Camp Craze (a one-week program coordinating daily activities during Christmas break). COMMISSION / COMMITTEE MINUTES None. MISCELLANEOUS A. Open House Staff presented a flyer to the Commission highlighting the planned Public Works Open House scheduled for Saturday, October 24`" and cordialiy invited Commission members to make plans to attend the event. ADJOURNMENT The meeting was adjourned at 8:45 p.m.
