Re: Appointment of Claude Storhaug as Public Service Worker, Streets
Division
BACKGROUND
Dan Kemp retired from the Streets Division effective April 30, 1998. We decided
during the summer to proceed with recruitment of a new Public Service Worker
for the Streets Division. Dan Kemp had been assigned to Street �ights, and Jeff
Podoll has taken over those duties. Therefore, we were recruiting for someone to
work in the Streets division, hopefully with some equipment operation
experience.
The position was posted in September. There were no internal applicants, so we
did an external recruitment. We received 45 applications. Applications were
checked for minimum requirements. Those meeting the requirements were then
scored, based on experience, on a scale of 100 points. Veteran's preferenae
points were added as appropriate. The top 6 were invited to test and interview for
the position.
Interviews were conducted at the Public Works Building on Tuesday, November
3. Scores were compiled. The candidate with the top score from equipment
operation testing and interviews was Claude Storhaug.
DISCUSSION
Mr. Storhaug is a resident of Oakdale, Minnesota. He attended Century Coilege's
Management Certificate Program. He also attended Lakewood Community
College's City Management Certification Program. He has a Class B Commercial
Driver's License, Class S-B Waste Water Treatment Facility Operator's License,
and Glass B Water Suppiy Operator's License.
He was employed by Alexander Construction Company for approximately fifteen
years as an equipment operator and laborer. While at Alexander, he operated

heavy equipment in the construction and rehabilitation of sewer, storm and water
systems. He also performed a variety of duties in asphalt and rock crusher
plants.
Mr. Storhaug worked for the City of Oakdale Public Works Department from 1988
to April 1998. He spent several years in the Streets Division, and several in the
Water Division. He has many years of experience plowing and sanding streets,
as well as being proficient in both streets division work a�d water division work.
This cross training and experience can benefit Cottage Grove's Public Works
Department.
Alexander Construction is no longer in business, so 1 was unable to verify
employment or check references. However, i spoke with two representatives of
the Oakdale Public Works Department. It was stated that Mr. Storhaug is a hard
worker, knows how to operate any piece of equipment, and is very dedicated and
conscientious.
RECOMMENDATION
Staff recommends that City Council approve the appointment of Claude Storhaug
as Public Service Worker. This appointment is conditional upon the satisfactory
completion of a physical and drug test (as required by policy and federai
regulatio�s.} If he satisfactorily completes these, his appointment would be
covered by the Public Works bargaining agreement and he would serve a one-
year probationary period.
