Burbank, Associate Planner DATE: November 11, 1998 RE: Conditional Use Permit for Crestview Elementary Introduction South Washington County School District 833 has applied for a conditional use permit to expand the Crestview Elementary School facility. It is staff's understanding that this addition wiii help meet the DistricYs goals of reducing class sizes. Discussion The application as presented was very professional and complete. The staff review only identified a few changes and additions to the project, which the applicant has agreed to complete. There was no public testimony against the application. The materia�s used in the proposed expansion will match the existing schooi structure architectural scheme. The Planning Commission wanted Council to be advised that they had some concerns about the traffic flows on the site and adjacent streets and that if it continues to be a problem, it should be addressed by the School District. Recommendation Staff recommends approval of the appiication as recommended by the Planning Commission. RESOLUTION NO. 98-XXX A RESOLUTION APPROVING A CONDITIONAL USE PERMIT TO CONSTRUCT AN ADDITION TO CRESNIEW ELEMENTARY SCHOOL WHEREAS, South Washington County Schooi Distrid 833 has applied for a conditional use permit to construd an addition on property legally described as: Parcel 1 : The Southeast Quarter of the Southeast Quarter of Section 8, Township 27, Range 21. Parcel 2: The Southwest Quarter of the Southwest Quarter of Section 9, Township 27, Range 21, except that part thereof described as follows: Beginning at the Southwest corner of the Southwest Quarter of Section 9, Township 27 North, Range 21 West; thence North on the West line of said Section 300 feet; thence East and parailel with the South line of said Section 300 feet; thence South and parallel with the West line of said Section 300 feet to the South line of said Section; thence West along the South line of said Section 300 feet to the point of beginning, subject to pubiic roads and highways. The applicant was present at the m2eting; and WHEREAS, the Pianning Commission unanimousiy approved the application, subject to the conditions listed be►ow. NOW, THEREFORE, BE IT RESO�VED, the City Council of the City of Cottage Grove, Washington County, Minnesota concurs with the Planning Commission's recommendation and hereby approves the conditional use permit application filed by the South Washington County School District 833 to allow the construction of an addition to Crestview Elementary School, subject to the foilowing conditions: 1. A building permit and commercial plan review packet shall be completed, submitted, and approved by the City prior to the commencement of any construction activities. 2. Silt fencing shali be insta�Ied around the entire perimeter of the buiiding at the construction limits. 3. Additional engineering details that minimize stormwater drainage across ail sidewalks near the building addition shall be completed, submitted, and approved by the City prior to the commencement of any construction activities. 4. Tree planting and protection activities shaii b� in accordance wifh fhe instructions detailed on the submitted preliminary site plan (sheet L-2). 5. A revised landscaping p{an detailing the addition of four deciduous over story trees 4 six foot coniferous trees plus 24 building perimeter shrubs and associated mulch or rock to the existing landscaping on the front of the site. In addition, the juniper shrubs that were removed in front of the building shall be replaced, as they acted as parking lot perimeter screening for the front lot. The revised landscaping plan shall be submitted to the City and approved prior to the release of a building permit. 6. The applicant shaii submit a bona fide cost estimate of the landscaping improvements and relocations. A letter of credit in the amaunt of 150 percent of such estimate shall be submitted to and approved by the City. Upon Resolution 98-XXX Page 3 of 3 completion of the landscaping improvements, the applicant shall submit an as built survey of all planting locations and inform the City in writing that said improvements have been completed. The City shall retain the financial guarantee for a period of one year from the date of notice to insure the survival of the piantings. 7. All new roof top mechanical equipment on the sife shall be screened prior to the certificate of occupancy for the addition. 8. A trash enclosure that meets the criteria established in section 28-39 shall be provided for all e�erior trash and recyclable containers. PLANNING STAFF REPORT CASE CUP98-39 OCTOBER 26, 1998 Introduction South Washington County School District has made application for a conditional use permit amendment allowing for a 5,500 square foot addition to Crestview Elementary School. The existing public school building is 65,334 square feet bringing the total to 70,834 square feet. The proposed expansion is to the northwest wing of the school and wifl not change the existing use of the property. A kindergarten c{assroom, a special- education space, a multi-purpose area, and a mechanicai Goset are all enciosed in the addition. A detail of the building addition footprint is attached as Exhibit A. Background The current zoning ordinance requires a conditional use permit for schools within ali residentiai zoning districts. The original school building was built in the eariy 1970's. No record of a conditional use permit was found for this initiai construction. It may have predated the current zoning ordinance. The use was intensified in 1989 by the addition of classrooms to the eastern wing of the building. This expansion was conditionaily approved by Resolution 89-265, and construction was completed in 1990. Property Characteristics The proposed building addition is situated on appraximately 4Q acres of land. The property has a variety of accessory uses established, inciuding a nature study plot, athletic fields, parking lots, and other miscellaneous recreation areas. Planning Considerations Condifionai Use Permit The building addition is not changing the use of the property, as the site will stiil continue to operate as a kindergarten and grade school facility. Since the use of the property is not increasing significantly, the majority of the case review for this appiication was related to the proposed physical changes on the site versus the actual use. Planning Staff Report Case CUP98-39 October 26, 1998 Page 2 of 4 Site Plan Review The information submitted with the application was weighed against the City's current development and engineering pertormance standards. This review is covered below. A detail of the affected portion of the existing site is attached as Exhibit B. Exhibit C details the proposed site layout. Architecture The building addition is of Type II one-hour sprinkled construction and is designed with similar exterior characteristics as the existing building. A variety of materials including brick, tile, and aluminum finishes accomplish this conformity. The roof top mechanical equipment on the addition is proposed to be screened as required by ordinance. The building elevations are attached as Exhibit D. Setbacks The ordinance requires that the building be set back a minimum distance of 50 feet from the property line. The proposed addition meets this criterion. Landscaping The existing landscaping on the site is proposed to be relocated as a result of the new construction. The area immediately surrounding the addition is heavily landscaped, yet the older portions of the school along 80"' street are somewhat lacking. Due to the use intensification and as a result of the conditional use permit, staff is recommending that additional landscaping be placed in the front of the school. This is allowed by ordinance and is a part of the city-wide effort to b�ing landscaping up to current standards. Based on the limited scope of the proposed project, the addition of four deciduous over story trees 4 six foot coniferous trees plus 24 building perimeter shrubs and associated muich o� rcck would be ar acceptable improvement to the ehisting lan�scaping on the front of the site. In addition the juniper shrubs that were remaved in front of the buiiding shall be replaced, as they acted as parking lot perimeter screening for the front lot. A revised landscaping plan shall be submitted to the city and approved prior to the release of a building permit. A financial guarantee will be required to ensure the survival of all new and relocated vegetation. Access and Traffic No changes to the location, size or access of the parking lot are proposed or required. A recent self-imposed improvement to the parking layout on the site has minimized congestion and other traffic probiems. There is also adequate demonstrated space for parking on the property should parking ever become an issue. Planning Staff Report Case CUP98-39 October 26, 1998 Page 3 of 4 Grading and Drainage Drawings detailing the existing and proposed topography contours and drainage routes were submitted with the application. The stormwater drainage is being directed to two holding ponds located along Hinton Avenue. These ponds are reported to be adequately sized to handle the run-off from the additional impervious surface on the site. The Technical Review Committee reported a concem about stormwater drainage across the sidewalks adjacent to the building. The committee recommended that the roof runoff along the western edge of the building be piped under the sidewalk. In addition, they recommended that the majority of roof runoff be directed to the western side of the building, so as to avoid large volumes of water flowing from the grass swale across the sidewaik adjacent to the parking lot. Podol! asked about the tra�c studies that were done for th� BQth Street project regarding parents picking up and dropping off children. He wants the City Counci! to be aware of the traffic problems and asked that consideration be given to switching the drop off area to Hinton rather than 80th Street. Japs stated that he has the same concerns about the traffic and wondered if the Public Safety Commission had looked at these concerns. Burbank stated that the staff report was submitted to the department head for review and dissemination to the commission and that no comment was received from them on this application. Podoll stated that the police department is aware of the problem as they have had a patrol car parked on Hinton to direct some of the tra�c for the children crossing Hinton to get to the school. He reiterated his concern about the traffic back ups on 80th Street from parents dropping off and picking up students. Mike Vogel, Support Services Director for the South Washington County School District, stated that safety was a bigger concern prior to the addition of the new parking lot to the northwest of the building. The purpose of the parking lot was to segregate bus tra�c from citizen traffic. The rear parking lot is used for bus traffic and the front exclusively for drop- off/pick-up and staff parking. Moving the tra�c onto Hinton would create the same probiems as before with both buses and cars utilizing the same parking lot. He further stated that the turn lanes are beneficial, as the line of cars does not back up into the main lanes of traffic. Podoli stated that he would like to see the traffic pattems reversed — the buses using the �9th �treet entrance and vehicie traffic using the rear parking {ot. Podoll asked if the addition wouid add mc�r� s4udents to tP�e sci�ool, fhereby increasing the traffic problems. Vogel stated that the expansion at Crestview is not to add more students but to allow for class size reduction. Boyden asked if the addition would affect the parking area in the rear. Vogei answered that it would not. Motion passed unanimously.
