Woife, City Administrator Date: 11/23/98 Re: Conditional Offer: Position of Dispatcher to David Liermann c• •• � Currently, we have a vacancy in the Communications Center created by the resignation of Amy Leuck. We aiso have one full-time dispatcher on an extended leave. Therefore, the Communications Center is currently down two positions. We initiated a recruitment effort this past summer. A number of candidates were invited to test for the position. Those with the highest test scores were invited to interview. The first round of interviews was held in August. Acting Captain Mickelson, DispaEcher Kathy Buss, and I interviewed candidates. At that time, we decided to proceed with two candidates for background investigations. Neither candidate successfuily campleteci Phase Two of the background investigatiun process. We posted the position a second time in August. Candidates meeting the minimum qualifications were tested. Those meeting the cut-off scores were invited to interview. Interviews were held October 26, and were conducted by the same panel of three. From those interviews, three candidates were selected to proceed to Phase One of the background investigation. DISCUSSION Mr. David Liermann has successfully completed Phase One of the background investigation. In order to proceed to Phase Two, which includes a physicai, drug test, and psychological evaluation, we need to make a conditional offer of empioyment. Ne has an Associates Degree from Minneapolis Community and Technical College, and an Associates Degree from Normandale Community College. He is a Certified HazMat Responder, listed in the National Registry of 1 Responders, and is trained in Skywarn. Mr. Liermann is currently employed as a loan representative with United Companies Funding. Prior to his current position, he was employed by Checkpoint Security as a dispatcher and by Mystic Lake Casino as a security officer. His work at the casino included dispatch responsibilities. Mr. Liermann also completed an internship with the City of Cottage Grove, in the Communications Center. RECOMMENDATION Staff recommends appointment of Mr. David Liermann as a Public Safety Dispatcher. This appointment is effective only with satisfactory completion of a drug test, psychological examination, and physical examination. Once those conditions are met, a start date can be set. The�, Mr. Liermann wili serve a one- year probationary period.
