Additionaliy, in February, another five appointments will expire. Due to the Council policy to permit service on one commission for no more than three consecutive appointments, four members would not be reappointed. Generally, staff supports the turnover of inembership to permit volunteer opportunities within the community and to keep a commission vital. However, planning staff is con- cerned about ttie turnover at this time due to the on-going comprehensive plan update. As the Council is aware, the Pianning Commission has been working on the Plan update for over one year and has arrived at preliminary conclusions based upon the workshop meetings. To continue the process af this point with five new members will negatively affect the projected schedule for completion and dramatically impact project continuity. Presently, staff hopes to have a preliminary draft by mid-summer with the fina! drsft compl@t�d by the end of 1999. Staff is requesting the Councii reappoint existing members whose term will expire in February 1999, given the unusual circumstances. I have contacted all members who would be affected and they have indicated they would continue to serve pending Council approval. The current members affected are Glen Kieven, Glen Brown, Jeff Podoll, and Ken Boyden.
