This work has been primarily with the Planning Commission, although the Economic Development Authority, Parks and Recreation Commission, and the Historic Preservation Commission have aii been working on particular sections germane to their areas of expertise. Much of the Planning Commission's discussion has been about the future land uses within the community. With input from the EDA and the CITYVISION 21 Task Force report, as weil as their own deliberations, the Commission has developed a preliminary land use plan. The ne>ct step in the process is to hold a community meeting to "unveil° the land use concept plan and solicit feedback. The intent is to promote community discussion prior to solidifying the Com- mission's recommendation to the Council. The Commission has already had some feedback from residents who specificaily contacted staff about land use issues affecting their property. The main reason for bringing this issue to the Council is to lay out the proposed public process for revisw and adoption of the Comprehensive Pian. By ordinance, the City rnust hoid a pubiic hearing on the draft pian. Typicaily, a comprehensive plan amendment wou(d require notifica- tion of surrounding property owners of the subject parcel. However, the Council may waive that requirement for areawide amendments or rezonings. What staff is proposing to do is notify all property owners of the community meeting. This will give all residents and owners an opportu- nity to comment on the land use concept plan prior to farmalization by the Commission. From that point on, staff would not expect to do a mass mailing of the entire city due to cost and stafF time. it is estimated that there are approximately 10,000 separate parcels within the City. Rather, future pubiic deliberations wiil be pubiished in the Bulietin and noted in the City Re- ports publication. Staff has also requested the aid of the Bulletin to have articles in the paper advertising the comprehensive plan update and the opportunities for public input. Finally, we will compile a mailing list of persons wishing to be notified of future public input meetings. From a timing standpoinY, staff expects to have the communi#y meeting some time in January. Prior to that meeting, the Commission will meet and solidify the cancept plan. It is expected Honorable Mayor and City Councii Comprehensive Plan Pubiic Process November 23, 1998 Page 2 that the community meeting will function more like an open house, where individuals will have the opportunity to speak individually with staff or commission members. All comments received wili be fonvarded to the Commission for future debate and discussion and no decisions wi(1 be made during the workshop meeting. Depending upon the level of participation at the first com- munity meeting, a second meeting, comprised of persons requesting land use designation changes, may be warranted. The Commission will evaluate what next steps need to be taken. Requested Action No Council action is necessary unless the Council wishes to diverge from the outlined community input process.
