Re: Appointment of James Kinsey as Public Safety Director
BACKGROUND
Former Director of Public Safety Dennis Cusick retired from his position in April.
Recently, the City conducted a search for a new Public Safety Director. City staff
and community members interviewed and tested four candidates for the position.
These results were reviewed by City Council, who declared these four
candidates to be finalists for the position.
DISCUSSION
After reviewing the results and receiving the City Administrator's
recommendation, City Councii authorized staff to negotiate with a top candidate
for the position. They named as the top candidate James Kinsey, currently the
Acting Director for the Cottage Grove Department of Public Safety.
Mr. Kinsey has been employed by the City of Cottage Grove since May 1974.
He has served in 4he position of Sergeant and Capfain. He has been and
continues to be a trained paramedic. He served as Acting Chief of Police in
1989, and has been Acting Director of Public Safety since April 1998.
Mr. Kinsey has an Associate's Degree from Inver Hilis Community College, and
attended the FBI Academy. He has been a part-time instructor for Dakota
County Technical College and Minneapolis Community Coliege.
RECOMMENDATION
Staff recommends the appointment of James E. Kinsey as Public Safety Director.
The position is in Pay Grade I of the pay plan for non-represented empioyees,
and is also covered by the Personnel Policy. Mr. Kinsey will serve a one-year
probationary period per the personnel policy.

Salary and related discussion have not been concluded as of this writing, due to
the long holiday weekend. Staff will prepare a written or verbal summary for City
Council's review at the December 2 meeting.
