Chair Miller called the meeting to order at 7:00 p.m. MEMBERS PRESENT: MEMBERS ABSENT: OTHERS PRESENT: Erin Gebhart, Randall Briese, Terry Miiler, Jon Cheney, Diane Fredrickson, Franklin Star Don Schmitz, Craig Kostelecky, Staff Representative, John Fredrickson APPFtOVAL OF MINUTES � The minutes of the October 12, 1998 meeting were approved as mailed. COUNCI� ACTION 1 2. 3 � 5. � 7 Participated in Award of Excellence presentation to the Recreation Department honoring "U-Lead a�d U/R" program participants. Authorized participation with the Metropolitan Council in a Regionai Fiscai Impact Study of properties on Lower Grey Cloud Island. Council authorized bid award for installation of baiifieid backstops at Grey Cloud Elementary and Arbor Meadows. Received a presentation regarding the clean-up efforts of the Ashland Corporation site being acquired by the Minnesota Department of Natural Resources. Counci� authorized bid award for the removal and repiacement of backstops at Hamlet Park damaged by high winds in May of this year. Council accepted $800 donation from Community Sharing Fund of St. Paul Foundation to Cottage Grove's Open Basketbali program. Approved appointment of Terri Jo Gulner as Secretary I, Ice Arena/Recreation Departments. Parks Commission Minutes November 9, 1998 8. Adopted resolution supporting School District 833 Excess Levy Referendum. 2 9. Heid workshop to review information on possession, consumption and sale of 3.2 beer in City Parks and Open spaces. 10. Appointed Erin Gebhart as Youth Representative to Parks, Recreation and Natural Resources Commission. 11. Approved appointment of Ryan R. Schroeder to Regular Status as City Administrator. 12. Held a workshop to discuss the possibility of acquiring the Golf Course property currently under lease from the 3M Company, as the result of a decision by the County to tax the property. u mi uu� iii� A. Kingston Park Vandalism Staff provided a brief overview of a recent burglary and fire that took place at the Kingston Park Shelter on Friday, October 30` Staff indicated that action is being taken to prevent further incidents at the park. These steps include: The installation of additional exterior lighting around the facility and additional signage identifying park hours. Price estimates are aiso being gathered for the instalfation of additional streetlights throughout the park. Staff indicated that fairly extensive damage was incurred as a resuit of the fire and clean-up efforts are currently being looked into. The Cornmission expressed concern over the incident and requested residents of the community to keep their eyes open for suspicious activity in ail of our parks to prevent similar incidents from occurring. Brief discussions also took piace regarding the placement of surveiilance equipment in the park building to better notify the police in the case of incidences happening in the park. Staff indicated that this matter is being looked into by the Pubiic Safety Department. Staff also indicated thaf rewards have been seY up for the arrest and conviction of parties involved in the incident. B. City Park Maps Staff indicated that funds were appropriated in the 1998 budget to update the City park map. Staff presented a copy of the map to the Commissioners. Any residents interested, may obtain a copy at City Haii free of charge. Parks Commission Minutes November 9, 1998 C. Discount Coupon Bookiets Staff shared with the Commission an overview of the various coupons available for many of the recreation facilities located in the East Metro Area. (Attachment A) These coupon books are available for $5 at the ice Arena, Golf Course and the Recreation Office. D. Municinal Pool Repairs Staff indicated that a manhole, located on the pool deck and used to gain access to winterize the main drain line, has collapsed and repair work is being scheduled. The extent of the damage is unknown at this time. E. Ice Arena Repairs 3 Staff stated tnat in June of 1998 bids were received and reviewed by the City Council cailing for the replacement of the Freon lines on the studio rink. Due to the fact that the bids came in higher than anticipated, it was elected to postpone the improvements and rebid the project in the winter. Staff stated that a workshop session with the Councii is scheduled for Wednesday, November 18, 1998 to discuss the rebidding of this work project. F. Golf Course Exqansion Ptans Staff indicated that discussions will take place in a workshop session on Wednesday, November 18, with the City Council to discuss the possible expansion of tne clubhouse facility at River Oaks to better accommodate the needs of the go�fers. Pians call for the creation of a bar and grill operation and expanded seating. Further direction is expected to be received from the City Council at the workshop. G. Recap of M.R.P.A. Fall Conference 1. Skateboard ParWin-Line Skatinp — Staff indicated that he attended a workshop presented by Berkeley Risk Services, a division of the League of Minnesota Cities Insurance Trust organization regarding liabilities incurred by cities as a result of tne development of in-line or skateboard parks. Staff indicated that he made contact with several operators of skate parks in the State of Minnesota and gathered good information. He aiso made contact with a representative of a company that speciaiizes in the design and construction of in-line and skatepark facilities. This company known as, TruF2ide is the company that provides the ramps and equipment currently at the Oval Skatepark in Rosevilie and at the skatepark in Northfield. It was suggested that representatives from TruRide and Berkeley Risk Parks Commission Minutes November 9, 1998 Services, as well as, local skateboarding enthusiasts, be invited to our next Parks Commission meeting to further discuss the creation of a skateboarding park in Cottage Grove. 0 It was also suggested that an interest survey be conducted in the Jr. Highs and the High Schooi to determine what type of interest current(y exists in the community for such a facility. Erin Gebhart indicated that she had contacts at the nigh school and would research this matter further. Commissioner Cheney indicated that he is currently enrolled at Inver Hills Community College and offered to contact the Marketing Department and see if they would be interested in assisting the City in conducting an interest survey. 2. Use of Power Line Corridors — Staff presented to the Commission a hand-out received from the Northern States Power Company at a workshop they put on at the conference. The spokesperson highlighted uses of NSP corridors throughout the metropolitan area for recreation purposes. They also provided a handout, which highiighted some of the risks associated with aliowing encroachments and what types of encroachments they do permit. Followi�g the meeting staff had a discussion with a representative and suggested that a policy statement be put together on behalf of the City and NSP and be distributed to all the residents abutting NSP properties to assure that both the interests of the City and NSP are complied with. Staff indicated that a meeting would be set up with representatives from NSP to draft this policy. H. Fall Maintenance Projects Staff presented to the Commission an overview of the many outstanding work projects remaining yet this faii. It was noted that some of these projects would be carried forward to the spring of 1999 due to weather limitations. 1. Tour of Parkside Community Center-December Meeting Staff indicated that an apartment in the Parkside Apartment complex has been remodeled for use by the Recreation Department to provide recreation activities for residents in the complex. The program is offered two days per week and on Saturdays. Staff invited Commission members to tour the site prior to the December meeting. Everyone interested, is asked to be at City Hall at 6:30 p.m. Parks Commission Minutes November 9, 1998 UNFINIS EH D BUSINESS � A. St. Paui Grower's Association Staff informed the Commission that Jack Gerten toured potentiai sites in Cottage Grove for a farmer's market in the summer of 1999. It was determined that no park sites were ideally suited for this activity. Potential sites selected included the old Cub Foods Store site and the South Communities Counseling Services parking lot. Staff has been in contact with Counseling Services and they are supportive of this effort. Discussions will be taking place between the St. Paul Grower's Association and Counseling Services to work out arrangements. B. Picnic Shelter Plans Staff shared with the Commission photos of structures currentiy being considered for construction during the winter months. These structures would be installed next spring in a number of our neighborhood parks. It was suggested that these sheiters may be produced by the department for those groups interested in making a donation to the City and be recognized with a name piacard on the structures. It is estimated that the structures will cost between $400-$500 for materiais. NEW BUSINESS ...� A. Bike Racks 5 Staffi presented fo ihe Commission a photocapy of the style of bike racks that have been purchased and will be installed in the Spring of 1999. it was noted by Commissioner Star that the style that we purchased are not real conducive for securing of the bikes due to the fact that only the front wheels are mounted into the rack itself. Therefore, a lock and chain cannot secure the frame easily. Staff indicated that in most locations kids are nut locking bikes when they go to the parks, but consideration for other types of bike racks would be appropriate in certain locations particularly at the Outdoor Municipal Pool and other sites where direct visibility to the bike racks is not possible. B. Monitor of General Skating Rinks Staff requested that the Parks Commission become involved this winter in monitoring the use of the general skating rinks throughout the City. It was suggested thaf each of the Commissioners sign up for one week of observation throughout the winter to evaluate the condition of the ice, the weather and number of participants using the Parks Commission Minutes November 9, 1998 general rink. Following the winter skating season, an evaluation of the various sites wili be conducted to determine if maintenance of those facilities shouid continue. COMMISSION�OMMITTEE MINUTES� None. MISCEL�,4NEOUS A. Alcohoi Ban at Lamar Fieids - Update .:� Commission reviewed an article from the Washington County Builetin addressing the ban on alcohol consumption in the park. Staff i�dicated that a draft ordinance is being prepared and will be presented to the Council sometime around the first of the year; which based on Council direction, will provide some opportunity for the permitting of afcohol consumption in parks. A draft of the ordinance wili be presented to the Parks Commission for their review and comment. B. Grey Cloud Regional Park There was also an article from the St. Paul Dispatch provided in the packet indicating the considerable difference in value which have bee� determined by an appraisa{ of the property owner and what the property owner wishes to receive for the land. Staff indicated that a physical impact analysis is being conducted for Grey Cloud lsland in cooperative effort with Washington County, Metropolitan Council, Minnesota Department of Natural Resources and the City. This study is proposed to be available for revi��r sem�tim� in February of 4893. !t is antfcipated th�t the stucly wil{ provide some insight as to whether or not the park shouid be developed exc)usively as a regional park or if a combination of park and residential development could compliment the area. Staff indicated that the report would be provided to the Commission once it becomes available. C. Vantaae Point Trail Ms. �ori De Their'lupori was in attendance and expressed concern regarding the lack of trail access to the Vantage Point area. She noticed on the City maps there are three park accesses highlighted in her neighborhood and none of the locations are accessible nor signed. Staff indicated that due to heavy workloads, the brushing of the Northern Natural Gas access point was not campieted and wiil be done soon. It was also noted that tha outlot near the intersection of Jergen and Jeffery is going to be developed in the Spring of 1999 and that the delay in this access was to ailow for Parks Commission Minutes November 9, 1998 � development of the lot adjacent to the outlot so that drainage and slope issues can be blended into the lot when the lot is constructed. D. Sliding Hill Commissioner Cheney indicated that there used to be a sliding hill available to residents at Pine Tree Pond. He guestioned whether or not sliding is stili available in this location. E. Snowmobile Season It was suggested that an articie be placed in the Bulletin regarding rules and regulations for snowmobile use in Cottage Grove. �iscussion was held regarding Hamlet Trail use. It was suggested that contact be made with the locai snowmobile clubs to see if they wouid utilize an area along the trail for grilling and socializing if provided. Staff indicated that he would contact club representatives. The Commission also noted that steel spikes are no longer permitted on County and State owned trails. Staff indicated that some damage was experienced on the Hamlet Park Traii from steel spikes and is being monitored. Staff is hopeful that use of steei spikes is decreased due to the bans on County and State treils.
